On 31 Dec 70, Source rallied to unidentified ARVN forces at PHONG DINH Province Sector, RVN, because he had become dissatisfied with his position in the VC infrastructure. g. Significant Activities. Source received no formal education, but learned to read and write from a neighbor at his POB. He worked as a farmer until Dec 60, when he was forced to join the VC. He was made a member of the Farmers' Association of PHU HUU Village, CHAU THANH District, PHONG DINH Province, RVN. From 1961 to 1962, he was a cell leader of the Farmers' Association. In spite of the fact that Source had no formal education, he did write well enough to be transferred as a clerk to the village chapter cadre section in 1962. In 1963, he became a cell leader in the Cadre Section. From early 1964 - 1968, because he had the most experience, Source was appointed chief of the Cadre Section, PHU HUU Village Party Chapter. In 1968, he was assigned to Chapter 1, Military Proselyting Section, CAN THO (VC) Province Party Committee. As secretary of Chapter 1, Source was responsible for an 11 man security force attached to the headquarters of the Military Proselyting Section, and for the collection of rice for the other chapters subordinate to the section. The CAN THO (VC) Province Party Committee consisted of a Current Affairs Committee and nine sections: Finance Section, Propaganda and Training Seciton, Rear Service Section, Political Section, Security Section, Women's Association, Youth Group, Farmer's Association, and the Military Proselyting Section. Since 1968, source had been a member of the Military Proselyting Section. He could not provide detailed information concerning the other sections of the CAN THO (VC) Province Party Committee. b. Committees: (1) CAN THO (VC) Province Party Committee: (a) General. Source did not know when the committee was first formed. Since he joined the CAN THO (VC) Province Party Committee, no sections had been deactivated or new sections added. The Party Committee was directly subordinate to the Current Affairs Committee, MR-3. The total strength of the Party Committee was unknown to Source. Source had no information regarding the system for assigning cover designations to the elements of the Communist Infrastructure in CAN THO (VC) Province, RVN. The mission of the Party Committee was to receive orders from MR-3, to organize the province, and to arrange for the execution of those orders at province, district, and village levels. The committee had the mission of coordinating the military and political operations within the province in order to gain control of both the population and territory of CAN THO (VC) Province, RVN. Source had no knowledge of the methods of operation of this committee. (b) Personalities. The mission of the Current Affairs Committee was to manage the operation of the sections and to supervise all party activity in the province. The Military Proselyting Section was composed of a headquarters element and seven party chapters, numbered 1 through 7. (a) Headquarters. The headquarters had five members and an eleven man security force. The mission of the headquarters element was to coordinate the activities of all the sections. Source felt that this element was very effective because it was aware of all the activities of the different chapters. Chapter 1 had nine members and was in charge of the security force assigned to the headquarters of the Military Proselyting Section. The mission of the chapter was also to supervise the colleciton of rice from the civilians. This rice was used by the chapters subordinate to the Military Proselyting Section. In 1970, the chapter collected 37, 800 kilograms of rice. The rice was collected from the villages only once a year. (Interrogator's Note: All The rice caches had been destroyed by ARVN forces after Source returned to the GVN and led the troops to the hidden bunkers.) Chapter 1 operated from THANH HOA Village, CAI RANG District, PHONG DINH Province, RVN. Twice a month, Chapter 1 held meetings in order to discuss the past, present, and furture activities, of the chapter and to hand down new policies and regulations received. The meetings were about three hours long and were held at THANH HOA Village. These chapters recruited volunteers to work for the VC. These volunteers were sent to the headquarters of the Military Proselyting Section, where they received two days of indoctrination, which emphasized that the volunteers would carry out any job given them by the VC. These individuals would then enlist in the ARVN and work as Covert Agents. Liaison with these underground agents was made through female runners. Three to four times a month these runners reported to the headquarters and related the information gathered. The information was then sent to the CAN THO (VC) Province Current Affairs Committee. Source did not know how effective the chapters were or what constituted barriers to their effectiveness.
