f.   Circumstances of Capture.  On 24 Nov 70, Source was captured by
an unidentified ROK unit in DIEN AN Village, DIEN BAN District,
QUANG NAM Province, RVN. Source was found in the house of a VC
guerrilla named PHUNG (FUNGR), recuperating from a wound sustained
three months earlier.  US helicopters supporting the ROK operation
fired on the house, wounding Source, shortly before the ROK troops
reached the village and captured him.

g.   Significant Activities.    From 1956 to 1965, Source attended
school in DUY XUYEN District, QUANG NAM Province.  From 1965 to
1967, he attended the HOI AN City School in QUANG NAM Province.  In
Nove 67, Source joined the VC and was assigned to the Armed
Propaganda Unit, Propaganda Subsection, Troops and Enemy Proselyting
Section, QUANG DA (VC) Province Committee, Central Zone 5, COSVN,
located in LOC SON Village, DAI LOC District, QUANG NAM Province.
He received no military training and only a little political
training.  In Apr 69, Source was sent to a Korean language school
located near a mountain (exact location unkown) in QUANG NGAI
Province, RVN.  In Feb 70, he returned to his old unit, and the
school was disbanded.  In late 1969, the QUANG DA (VC) Province
Committee had moved to SON THUONG Mountain (vic BT074426), QUE SON
District, QUANG NAM Province, RVN.  (Interrogator's Note: SON THUONG
Mountain was the VC name for DUONG KIEU Mountain.)  After his
return, Source's propaganda activities were directed against the ROK
units operating in QUANG DA (VC) Province, QUANG NAM Province, RVN,
on a rice procurement mission, Source and two members of his unit
were ambushed by an unidentified Korean unit; Source was wounded.
His companions helped him escape to the house of a VC guerrilla in
DIEN AN Village, DIEN BAN District, QUANG NAM Province, RVN.  He
received treatment and remained at the house until his DOC.

a.  General.  The QUANG DA (VC) Province Party Committee, composed
of eight sections, had the mission of organizing and controlling DUY
XUYEN, DAI LOC, DIEN BAN, HOI AN, HOA VANG 1, HOA VANG 2, HOA VANG
3, and DA NANG (VC) Districts.  Since Nov 67, Source worked for the
Troops and Enemy Proselyting Section, QUANG DA (VC) Province Party
Committee.  He knew the organizations and activities of the
Communist infrastructure, in spite of the fact that he never held a
high position within the Party Committee.

b.   Committees:

(1)   QUANG DA (VC) Province Party Committee:

(a)   History.  Source did not know when the QUANG DA (VC) Province
Party Committee was formed.  Since Source joined the unit, no
sections had been deactivated or new sections added.

(b)   Subordination.  The QUANG DA (VC) Province Party Committee was
directly subordinate to the Current Affairs Committee, Central Zone
5, COSVN.

(c)   Indentification.  Source had no information regarding the
system for assigning cover designations to the elements of Central
Zone 5 or the QUANG DA (VC) Province Party Committee.  Source said
the code name for Central Zone 5 was VINH QUANG, and the code name
for the QUANG DA (VC) Province Party Committee was TUONG LAI.

(d) Strength.  Source did not know the total strength of the Party
Committee.  There was a secretary, a deputy secretary, eight section
chiefs, and an unknown number of members.

(e)   Mission.  The mission of the QUANG DA (VC) Province Party
Committee was to coordinate the military and political operations
within the province in order to gain control of both the population
and territory.  Source had no knowledge of the methods of operation
of this committee.

(f)   Effectiveness.  Source felt that the QUANG DA (VC) Province
Party Committee was effective in its task of organizing and
arranging for the execution of orders, because the subordinate units
were always aware of their current orders.  Source indicated the
Party Committee was in control of three-fourths of the province area
and one-tenth of the population.

(g)   Barriers to Effectiveness.  Source believed that the greatest
barriers to the operation of the committee were the operations of
the Allied units in the province and the GVN Pacification Program,
which had moved a large proportion of the population into strategic
hamlets, where they were not susceptable to proselyting and tax
collection.  Since the US forces left in 1970, the committee had had
more success in its operations.

subordinate to the QUANG DA (VC) Province Part Committee.  Source
did not know the exact number of members in this committee.

(b) Mission.  The mission of the Current Affairs Committee was to
manage the operation of the sections subordinate to the QUANG DA
(VC) Province Party Committee and to supervise all party activity in
the region.  The code number of the Current Affairs Committee was
AK-200, and the LBN was 1102TL.

(c) Effectivenes.  Source felt that this committee was very
effective because it was aware of the activities of all the sections
and closely supervised them.  Source indicated that the committee
could supply information about large-scale Allied operations 10 days
prior to the operations (NFI).  Source did not know of any barriers
to the effectiveness of this committee.

(d) Personalities:

(c) Mission.  The mission of the Finance Section was to secure money
and distribute it to the sections and military units subordinate to
the QUANG DA (VC) Province Party Committee.

(d) Methods of Operation.  Money for the use of the QUANG DA (VC)
Province Party Committee was obtained in two ways; the collection of
taxes at village and district levels, and the allocation of money
from Central Zone 5.  Source did not know how the money was
collected.

(e) Effectiveness.  Source considered the Finance Section to be
effective because there was enough money to buy food and supplies.

(f) Barriers to Effectiveness.  The primary barrier to the
effectiveness of the Finance Section was the GVN Pacification
Program, which placed villagers in strategic hamlets, where the
people were unavailable for taxation.

(2)   Economy Section:

(a) Subordination.  The Economy Section was directly subordinate to
the Current Affairs Committee.

(b) Strength.  Source did not know the strength of the Economy
Section.

(c) Mission.   The Mission of the Economy Section was to purchase
food and goods for the subordinate sections of the QUANG DA (VC)
Province Party Committee with the money collected by the Finance
Section.

(d) Effectiveness.  Source indicated that the sections always had
the supplies they needed and enough food to feed all the men.

(e) Methods of Operation.  Source did not know how the food and
supplies were purchased. Source had been on one rice procurement
mission, but had been ambushed on the way, and subsequently
captured.

(3)   Political Section:

(a) Subordination.  The Political Section was directly subordinate
to the Current Arriars Committee.

(b) Strength.  Source did not know the strength of the Political
Section.

(c).  Mission.  Source could not provide detailed information
concerning the mission of the Political Section.

(5)   Security Section:

(a) Subordination: The Security Section was directly subordinate to
the Current Affairs Committee.  The code number of the Security
Section was AK-500, and the LBN was 1105TL.

(b) Organization.  The Security Section was composed of the Armed
Security Subsection, the Secret Security Subsection, and the Spy
Subsection (NFI).

(c) Strength.  Source could not provide information on the strength
of the Security Section.

(d) Mission.  Collectively, the mission of the Security Section was
to check identification papers of civilians passing through
VC-controlled areas.  The Security Section was responsible for
assassinating selected civilians and ARVN personnel.  The
Czechoslovakian K-6 automatic sniper rifle gun was used in the
assassination operation.  The weapon was 20 centimeters long and was
highly effective at 100 meters (NFI).  The Security Section also had
an individual who censored outgoing mail.  All letters were
censored, then marked with a large stamped "K".  Incoming mail was
not censored because it had already been censored before arriving
(NFI). The Security Section also sent agents to collect information
from ARVN and GVN personnel.  Source could not elaborate on the
methods of operation.

(e) Personalities:

Chief: HOANG VAN LAI (HOANGL, VEAN LAI); concurrently a member of
the QUANG DA (VC) Province Party Committee

(6) Civilian Proselyting Section:

(a) Subordination.  The Civilian Proselyting Section was directly
subordinate to the Current Affairs Committee.  Source did not know
the section's LBN or code number.

(b) Organization.  The Civilian Proselyting Section was composed of
the Labor Subsectioon, Religion Subsection, Student and Youth
Subsection, Business Subsection, and Educated Class Subsection.

(d) Mission.  The mission of the Civilian Proselyting Section was to
organize the civilian population in order to form them into one
political mass, so they could be indoctrinated in the Communist

for the units subordinate to Central Zone 5.

of the Propaganda Subsection, Cadre Training Subsection, Education
Subsection, and Entertainment Subsection.

(c)   Strength.  Source did not know the strength of the Propaganda
and Training Section.

(d) Mission.  The mission of the Propaganda and Training Section was
to provide political training for the cadre of the QUANG DA (VC)
Province Party Committee and to proselyte the civilian population.

1   Office Subsection:

a   Strength.  The Office Subsection had 10 members and five
security guards.

b   Mission.  The mission of the Office Subsection was to summarize
all the achievements and make new plans for the other

subsections of the Troops and Enemy Proselyting Section.  Each of
the subsections sent monthly reports of their activities to the
Office Subsection, or they would send spot reports if they had
received important information from internal agents working in ARVN
units or at GVN posts. The Office Subsection sent new plans to the
other subsections every three months.

2   PX Subsection:

a   Strength.  The PW Subsection had five members and 15 security
guards.

b   Mission.  The mission of the PW Subsection was to administer and
re-educate Allied Pws. Whenever Pws were brought in, the members of
the subsection would conduct general interrogations.  They asked the
PW's rank, name, unit, unit plans, and family history.  All
information that was gathered was sent to the Office Subsection,
where it was studied.  The members of the PW Subsection conducted
political training and indoctrination classes for the Pws in hope
that they would switch over to the Communist cause.  Source atated
that in 1968 the subsection had three American Pws who were all sent
to PLEIKU (NFI).

c    Personalities:

3   Internal Agent Subsection:

a   Strength.  The Internal Agent Subsection had 40 members.

b   Organization.  The Internal Agent Subsection was composed of
E15A, E15B, and E16 elements.

c   Mission: The mission of the Internal Agent Subsection was to
send agents to work for the ARVN and GVN, where they propagandized
and collected information for the QUANG DA (VC) Province Party
Committee.  The agents of E15A element infiltrated the 51st ARVN
Regt; the agaents of E15B element infiltrated an unidentified
armored ARVN unit in QUANG DA (VC) Province, while the agents of E16
element worked among the ARVN officers in all units in QUANG DA (VC)
Province.

d   Effectiveness.  Source felt that the Internal Agent Subsection
was very successful, because the QUANG DA (VC) Province Party
Committee always had a least 10 days prior warning of large scale
Allied operations in QUANG DA (VC) Province.

e   Personalities:

Chief: LTC NGUYEN LUONG DAO (NGUYEENX, LUOWNG DAOL); Asst Chief,
Troops and Enemy Proselyting Section; age 50, 1.65m, 50kg, light
complexion, wore glasses, regroupee

4   Propaganda Subsection:

a   Armed Propaganda Unit:

1'   Subordination.  The Armed Propaganda Unit was directly
subordinate to the chief of the Propaganda Subsection.

2'   Strength.  The strength of the Armed Propaganda Unit was Source
and two other members.

3'   Mission.  The mission of the Armed Propaganda Unit was to
broadcast messages to Allied troops in QUANG DA (VC) Province.  The
men would travel during the day and broadcast at night.  They set up
the two loudspeakers within 500 meters of the outpost and read
messages from a handwritten booklet loudspeakers.  The three men
only worked in DIEN BAN, DUY XUYEN, and HOI AN Districts because the
other District Party Committee subordinate to the QUANG DA (VC)
Province Party Committee had enough personnel to conduct their own
proselyting.  Whenever Source and the other two men reached an ARVN
outpost, they would go to the nearest village unit chief with a
letter of introduction.  The village unit chief would then provide
the three men with security and anything else they needed.  The
three men also dropped leaflets along trails and in village streets.
Source had studied Korean and did his broadcasting in Korean.

4'   Personalities:

b   Research Leaflet Production Unit:

1'   Subordination.  The Research Leaflet Production Unit was
directly subordinate to the chief of the Propaganda Subsection.

2'   Strength.  The strength of the Research Leaflet Production Unit
was two members.

3'   Mission.  The mission of the Research Leaflet Production Unit
was to study captured documents and Allied leaaflets so that they
could write leaflets to be dropped along roads and trails, as well
as distributed among villagers.  Most of the captured documents were
from Central Zone 5.  The two men each had a SONY (JAPAN) radio.
They listened to BBC, Voice of American, and SAIGON Stations, where
they would hear news stories for the leaflets they wrote. The
written leaflets were sent to the Office Subsection and then
forwarded to the Printing Unit for publication.

c   Printing Unit:

1'   Subordination.  The Printing Unit was directly subordinate to
the chief of the Propaganda Subsection.

2'   Strength.  The strength of the Printing Unit was five members.

3'   Mission.  The mission of the Printing Unit was to print the
leaflets written by the Research Leaflet Production Unit.  The unit
utilized one duplicator (model unknown), and two OPERA (JAPAN)
typewriters; all the equipment was in good condition.  The supply
cadre would go to the Economic Section for supplies.  One the
leaflets were printed, they were sent to the Office Subsection to be
distributed.  It took three days to print copies of one leaflet:
approximately 50, 000 leaflets (25cm x 15cm) or 30,000 leaflets
(30cm x 20cm).

3'   Mission.  The mission of the Enemy Proselyting Unit was to
write letters to Allied Troops in QUANG DA (VC) Province.  In the
letters, they asked the Allied Troops to join the VC cause and to
stay in their units as agents for the VC.  The members also painted
banners which where hung in the villages.
