(The following is a full translation of undated [possibly
22 Aug 67] communique issued by Kien Tuong Prov. Party
Committee concerning implementation of [VC] policy on
treatment of US, RVNAF, and third-country prisoners.

TO ALL CONCERNED.
The US Imperialists have consistently denied the role of
the National Front for the Liberation of South Vietnam.
They, however, recently announced their desire to meet
the Front's representatives for talks on the POW issue.
This is an indication of the complete failure of the US
Imperialists in SVN: they have encountered a stalemate
in the implementation of their SVN war policy, growing
opposition on the part of the US people, and increasing
isolation from the progressive peoples of the world.
By raising the issue of an exchange of POW, Johnson
intended to probe our attitude, launch an assault against
us by means of hypocritical schemes and at the same: time
avoid international criticism.
It is mandatory that we heighten our vigilance to prevent
Johnson from gaining any advantage through our shortcomings.
On the other hand, we should lay bare their [US Imperialists"]
conspiracy for escalating the war of aggression and denounce
their crimes against the people of SVN as well as against
our cadre and men whom they have captured. Emphasis should
be placed on our humanitarian policy toward US and "Puppet"
[RVNAF] POW. Both cadre and men should be trained to fully
understand and to correctly implement our policy on treatment
of prisoners. Puppet soldiers should only be released after
receiving intensive propaganda through all communications
media, especially press and radio broadcasts. US and
"satellite" POW constitute excellent hostages, contribute
greatly to the implementation of our delaying tactics,

them [Allies]. They also are political "assets" for our
future [Political] struggle against the enemy. Upon their
capture, US and satellite POW should be thoroughly
educated and well protected. Under no circumstances can
US POW be released as Puppet POW usually are. Henceforth
all units which succeed in capturing US personnel should
strictly comply with the [POW and defector] policy, provide
safeguards and evacuate them to COSVN.

dated 15 Dec 64, signed by TUNG for Commander [of
U/I Unit], was awarded to BA TAO, Sqd Ldr of
Recon Plat, 7th Co, 309th Bn, for achievements
during the ambush of a truck convoy on Vinh Tuong
Road on 11 Dec 64.

15 Jul 64, signed by NGUYEN QUANG for [U Minh] Bn
HQ, was awarded to BA TAO, Sqd Ldr of 1st Plat, 7th
Co, U Minh Bn, for outstanding performance of duty in
1963.
