Handling of US KIA, Mr. V
Copy of Directive #23/VP, dated 20 Dec 65 signed
by Nhan of U/I Unit, reveals that in compliance with
a Directive from Mr [V] Party Committee, all units
subordinate to Mr V are forbidden to kill US and
RVNAF PW's and defectors. Units subordinate to Mr V
were directed to transfer the POW's and defectors to
Prov POW camp where these POW's and defectors will be
evacuated to the POW camp of MR [V] Party Committee.
Document further discloses that the killing of
US POW's greatly affected the population of Saigon.
As a result, addresses were directed to make maximum
efforts to keep secret the number of US KIA in
order to make [US authorities] believe that the
individuals concerned were still alive. In the event
corpses of US KIA are recovered from a battleground,
they should be secretly buried after removing all
personnel papers. Their graves should be marked for
future recognition.
