SUBJ: Instructions for the Handling and Indoctrination of
Prisoners of War by Military Proselyting Section of the VC
Quang Da Special Zone Party Committee, Region 5. (U)
(U) Items 1-4 (6 pages, typewritten; B-3) Four circulars, dated
between 21 Jan and 2 May 72, originated by V55 aka D46 aka the
Military Proselyting Section, VC Quang Da Speeial Zone Party
Committee, VC Region, 5, and B45 aka the Current Affairs Committee,
VC Quang Da Special Zone Party Committee, VC Region 5, provide
instructions on the receipt and escort of PWs and surrenderers to
((VC)) detention camps, indoctrination and exploitation of PWs and
surrenderers, and collection of documents for use in diplomatic
struggles:
1. After capturing PWs, members of Bs ((possibly district
units)) operating in Area 20 350550w-852625w are to escort them to
257027W-2949F- 48491595J ((code for location)) and then contact a
liaison station of Section A ((possibly the Security Section, VC
Quang Da Special Zone Party Committee, VC Region 5)) located at
25705OW-460550W's ((code for person's name)) house in ((Area))
2949F-852421 to be guided to the detention camp. All the above
codes can be decoded by using Code Table D12.
2. In regard to the indoctrination of PWs and surrenderers, the
military proselyting sections of various Bs and chiefs of
detention camps are instructed to make PWs and surrenderers
fully understand the 10-point military proselyting policy, denounce
the crimes which have long been committed by the enemy ((FWMAF/RVNAF)),
and motivate them to join the Revolution and fight the enemy for
national salvation.
3. During the interrogation of PWs and surrenderers, emphasis
should be placed on gathering detailed information on ((RVNAF))
troops and officers' living conditions especially after the
implementation of the Vietnamization plan; the organization,
difficulties, and shortcomings of their units; their attitude
toward the Revolution; and the idealogical status, political
viewpoint, and the capabilities of the enemy's troops.

4. In accordance with the instructions of B45, all subordinate
agencies are to exert every effort to gather information on the
biographical data of the enemy's ringleaders such as province
chiefs, deputy province chiefs, tyrants ((GYM officials)), and
counterrevolutionaries,along with their attitudes toward the US and
French Governments and the various strata of the people.
AdditionaIly, it is neccessary to follow up the situation of the
enemy Jails in various provinces and the number of detainees
including ((VC)) cadre of all levels and civilians. Reports must be
submitted to B45 no later than 20 Apr .
