On October 24, 1985, the Central Identification Laboratory-Hawaii (CILHI, now DPAA) identified the remains of Colonel Arthur Thomas Finney, missing from the Vietnam War.

Colonel Finney entered the U.S. Air Force from Florida and served with the 435th Tactical Fighter Squadron. On August 1, 1966, he piloted an F-104C Starfighter (tail number 57-925, call sign "Flip 01") that was the lead in a flight of four aircraft on an escort mission over North Vietnam. As the flight approached its target area, this aircraft was shot down by an enemy surface-to-air missile. Colonel Finney was able to eject from the aircraft before it crashed, but he did not survive the incident. His remains could not be recovered at the time. In 1985, the Vietnamese government repatriated human remains correlating to this loss, and U.S. investigators were able to identify Col Finney from those remains.

Colonel Finney is memorialized in the Courts of the Missing at the National Memorial Cemetery of the Pacific.
