"Stolen Valor" Charges Brought Against Carr

"Stolen Valor" charges have been brought against a former U.S. Army National Guard officer and colonel in the Tennessee State Guard from Chattanooga.

Federal authorities said James Lynn Carr "did knowingly wear decorations and medals authorized by Congress for the armed forces of the United States and service medals and badges awarded to the members of such forces, and the ribbon, button, and rosette of such badge, decoration and medal, and a colorable imitation thereof, while not authorized under regulations made pursuant to law."

Gary Humble is the prosecutor.

Carr was with the Army National Guard from December 1974 to April 1996 and had the rank of captain.

He has been the subject of a website
http://www.pownetwork.org that seeks to focus on "phonies."

The site has several photos of Carr, alleging he was wearing unauthorized medals and badges in some of them.

It says Carr "claims to be Special Forces, Ranger, Halo, EOD, EIB, Jumpmaster, Pathfinder, and multiple other awards."

Here is an updated picture of COL Carr.  His uniform has significantly changed.  Here is the comparison to his Army Class "A" in the picture you have and the dress blues he is wearing.  He is no longer wearing the army pathfinder badge, HALO wings, the Fourragere he took off was French, he was wearing an "Airborne" Tab on his left sleeve (Class As), which is part of a unit patch and not an individual award or qualification badge, plus he was wearing an unauthorized TNSG patch anyway.   One interesting note is that his "Official" record on the website does not mention a legion of merit or a meritorious service medal (he is currently wearing both), nor does it mention any of the 5 Commendation medals or the Valor device.   The records do indicate a 22 year service record, including a Bronze Star medal and an Air Medal.  Nowhere in his 22 year record does it mention the awarding of either airborne wings or a special forces tab, and in the school section, graduation from airborne school and special forces Q-course is not listed (both those would be list twice - once in education, and again in awards).
 
My understanding is that he was given an administrative letter for wearing things he did not qualify for.  And additionally, it was announced that he is going to take command of the 3rd Regiment. 

 

Stolen Valor Act:
(b) False Claims About Receipt of Military Decorations or Medals- Whoever falsely represents himself or herself, verbally or in writing, to have been awarded any decoration or medal authorized by Congress for the Armed Forces of the United States, any of the service medals or badges awarded to the members of such forces, the ribbon, button, or rosette of any such badge, decoration, or medal, or any colorable imitation of such item shall be fined under this title, imprisoned not more than six months, or both.'; and

 How can the TNSG maintain legitimacy if one of their members violates the above portion of the law?
He claims to be Special Forces, Ranger, Halo, EOD, EIB, Jumpmaster, Pathfinder, and multiple other awards.  His name is James Lynn Carr and he is presently a Colonel in the Tennessee State Guard, which is a legitimate State Defense Force.

I have nothing on  him in my database of SF in SE Asia. That is not to say he wasn't SF from another period, but He also does not show up as a member of the Special Forces Association. Since he is a joiner, you would think...

Chattanooga: Hixson man charged with wearing military honors he didn’t earn

 

A Hixson man has been charged with unlawfully wearing military honors he hadn’t earned, according to a criminal information document on file in U.S. District Court.

James Lynn Carr is charged with violating the federal Stolen Valor Act on April 4, 2006, the document states. A grand jury alleges he “did knowingly wear decorations and medals authorized by Congress for the armed forces of the United States, and service medals and badges awarded to members of such forces.”

Mr. Carr is a former Tennessee National Guardsman and former member of the Tennessee State Guard, records show.

State Guard Public Information Officer Maj. Nathan James confirms that Mr. Carr retired from the force on April 29, citing health problems with a family member.

“He’s separated and a private citizen, and we can’t discuss any member or former member’s personnel file,” Maj. James said in response to questions about disciplinary actions against Mr. Carr.

After reading your information about James Lynn Carr recently..... who said that he was informed last month at a Tennessee State Guard meeting, that James Lynn Carr has been discharged from the Tennessee State Guard.

As for how he can continue to be a member of the TNSG.

It makes no sense to me either and brings disgrace to the rest of upstanding TNSG.

Just giving you guys a update for - JAMES LYNN CARR : http://www.pownetwork.org/phonies/phonies323.htm - who wore medals and badges he didnt earn while in The Service of The Tennessee State Guard. 
James Carr is no longer a part of The Tennessee State Guard.  He was being investigated by the military... and while evidence was being collected ... he resigned. 
 
Thank you for letting us know about this matter.  We appreciate your guys help in tracking these people down.  Please let us know if you catch any other State Defense Force members parading with medals, badges, titles un earned.
