pass this information along to in response to the supplemental
inquiry regarding Mr. DELBERT
AUSTIN SHEPARD
and his claims of being a US Navy SEAL.
The
records
you forwarded to me indicate that DELBERT
AUSTIN SHEPARD served in the US Navy as a Cryptological
Technician (CT). His tasking would have put him in direct contact with
classified crypto “key” cards used to synchronize communications
machines so that the messages sent/received were protected from hostile
intercept.
-
After attending basic training (“boot camp”) at the RECRUIT TRAINING
COMMAND (RTC) San Diego California, he was transferred (Jun 66) to the
NAVAL TRAINING CENTER (NTC) San Diego, California where he received
schooling as a CT.
-
Upon graduation from that schooling (Sep 66) he was transferred to
COMMUNICATIONS STATION, PHILIPPINES (NAVCOMMSTA PHIL)… where he served
for approximately 18 months.
-
He was transferred to the Naval Communications Command HQ (NAVCOMMCOM)
in Washington DC (May 1968) where he served for only about 18 months.

As of 10 Dec 1969 Delbert Austin, rank CT2 (E-5, Petty Officer Second
Class), was transferred from ACTIVE DUTY to the NAVAL RESERVE…
administratively attached to the Naval Reserve Manpower Center in
Bainbridge Maryland.
SUMMARY:
Although
you did not provide any documentation associated with his precise
start/end dates (such as would appear on his DD-214), it would appear
that SHEPARD reported to
Basic Training at the RTC San Diego sometime in the Jan-Mar 1966
timeframe. He subsequently attended a technical training school on the
same base in San Diego which lasted approximately 3 months. Having
achieved the skill rating of “CT” – Crypto Technician – he was
sent to a communications station in the Philippines where he served for
18 months. His duties can be supposed to have included technical
maintenance of crypto machines, and possibly some interaction with
technicians servicing communications transmitters, receivers, and
antenna arrays. His work would have required him to hold either a SECRET
or TOP SECRET security clearance, and evidence of the Standard Security
Background Investigation clearance date would like be found on his
DD-214. In May 1968 SHEPARD was transferred to Washington DC to
work at the Naval Communications Command Headquarters. His tasking would
have continued as a technician assigned to maintain cryptographic
machines which form a secure link in the Navy’s communications
environment. He remained at the NAVCOMMCOM assignment for approximately
18 months. In December 1969 SHEPARD was released from Active Duty and
transferred to the Naval Reserve Manpower Center in Bainbridge Maryland.
I must presume that his enlisted obligation was for a total of six
years… four years of which were required to be “active duty” and
two years of which were required to be “drilling reserve”.
There
is no evidence of any schooling except for basic training (approx 11
weeks) and the specific 3 month Cryptographic Technician course he
attended at the Naval Training Center in San Diego. He was not a student
at BUD/S training in Coronado at any point between his attendance at
basic training and his release from active duty. He was never a US Navy
SEAL. He achieve the rank of E-5 (Second Class Petty Officer). There is
no evidence of any awards or citations in this schooling history, but it
must be presumed that he would have been granted the National Defense
medal which was a standard issue to all persons serving during that
period in history.

25 ½ years active duty from 1951-1976. Took basic training at Ft Dix,
NJ. 1951-52 saw action in the Korean War with the 10 Infantry, 25th
Infantry Division. 1953-1960 joined the Detroit Missile Command in
Detroit, MI. 1960-1962 was stationed at the US Army Alaska Missile
Command at Anchorage, Alaska. From Alaska, was assigned to the 1st
Infantry, US Army 25th infantry Division, Hawaii as a Recon Platoon
Sergeant. 1964-1965 spent first tour in Coochiee,
Vietnam. 1966-1967 went back to Quinon, Vietnam with the 117th Aviation,
52nd Aviation Battalion as a Door Gunner and was shot
down and an MIA for 30 days. From 1968-1970 was assigned to
Company E 4th of the 47th Infantry, 9th Infantry Division and went back
to Dong Tam, Vietnam. Became a POW at this time
for 3 years at a place called the Plantation in North Vietnam.
From 1971 - 1976 became a Drill Sergeant at Ft. Dix, NJ until discharged
from the Army in 1976.

and ask for gunny or gunner "they will know who I am."

I talked personally with Jack Van
Loan last night. This guy named
Robert Simpson was never a POW or a MIA for even a single day of the
Vietnam War. Jack doesn't know him. Jack is info
copied on this message. If Simpson is making that claim, then he
deserves to be on the List, with the other two Simpsons. If he has
proof of is claims: witnesses, after action report, casualty report, morning muster
report, service record entry, medal/awards citations, official
notification to his family (western union telegram, CACO assignment,
etc.), then I would be glad to assist him in presenting that proof to
Department of Defense for correction of their records, something which
has not happened yet (in over 30 years) in this Phony POW claim
business. He would be a first.
I just spent the last three days
with Jack Van Loan .... We visited the Vietnam War Memorial (The
Wall), together and remembered our deceased friends who served with us
in Vietnam, and the POWs we knew there, some of whom are now listed on
the Wall....and who had no need to lie about having been there with
us. They were our real heroes. Jack told me face-to- face,
"Thanks, Mike. I don't know who this Simpson fellow is or
why he would say such a thing."

the torture, and after rescue transferred to a hospital where he was
told both legs might need to be amputated. However, at a second
hospital his legs were saved. When captured he was on a VERY
classified mission, hence he cannot receive veteran's benefits even at
this late date!

your questions I must make clear that I am a private individual,
not affiliated with the US Dept. of Defense or any other

service to the public, and in honor of my SEAL Teammates who
gave their lives in service to our nation. men who truly earned the
right to the title "US NAVY SEAL" but who are no

If the name you provided is spelled correctly, I do NOT find a
listing in the SEAL Database (end of WWII to the Present Day)
for anyone named PETER V. SKILLMAN. I have also examined
possible alternate spellings, and names with similar
pronunciations without finding any that appear to be applicable.
Unless he has undertaken the unlikely action of a legal name
change (an action for which there would be evidence in the form
of court documentation) since his claimed attendance at
BUD/S training, and based upon the information you have
provided, I can state conclusively that PETER V. SKILLMAN has
NEVER COMPLETED SEAL training, and he is not now, nor was he
ever a Navy SEAL or a Navy UDT "Frogman". ....

he can't prove it because he and several others were simply moved from
place to place... were never held in an official POW camp... and

system" or "camp system."
2007 - Claims captured by the Viet Cong while on
patrol. He and several others were being marched North to a prison camp
when a helicopter gun ship spotted them and started
shooting. According to this man, four of the nine were killed in
the melee and the rest escaped and returned to their unit.
For years this man has been honored by his fellow veterans and by others
in the powwow circle. And yet he continues to profess that your
organization has made a mistake and that the real story of his capture
"slipped through the cracks".

The Viet Nam traveling wall is now in Northern Ohio.
The picture
is of the monster Gary Smolka helping assemble the wall. This
picture showed up on the front page of the local newspaper, The
Chronicle Telegram. But this guy just skirts the real life he leads
vs the innocence of those reporting about him. His picture
holding the Viet Nam Memorial Wall just might be the beginning
of the end of his career of lies and deceit. I am just
crushed to see the picture of Smolka holding a portion of the
wall of those whose names are engraved who gave the
"Ultimate Sacrifice" in VN.
I was so livid about the picture I called
the reporter in a fit of anger and told her of Smolka's background
and his stories and the guy has no business being on the front page
of the newspaper. Her reply was that he said he was in Viet
Nam, was in the Coast Guard and gave his time in service in Viet
Nam. At least he told the truth this time, but it is just so
appalling to see this guy, who has stolen the Valor of our real
hero's, to be on the front page of the local Newspaper. This
was an innocent report by the newspaper because the Chronicle
Telegram does not know Smolka's background. Smolka still
tells his war stories.
Smolka was interviewed about his war stories
by a local TV station a few months ago. His story then was
that he lied about being a POW just one time to impress a girl
in a bar. I severely chastised the reporter in an email saying
that the reporter was duped into a false story and in turn duped his
TV audience. I am really disappointed that the TV and
Newspaper reports have stories without looking/gathering facts other
than the person whom they interview. I can gather 100 people
to say Smolka has told his stories many, many times. I have
been asked to tell the stories that Smolka has bragged about
to the Amvets of Ohio in Columbus. Their goal is to get
Smolka removed from every AMVETS across the country.

was welcome for as long as he needed a place. Then some
things didn't add up and I decided to surf the internet for info on
Navy SEAL team leaders. What I found was this website and the
phony list. I was shocked to say the least. So just to
make sure I called a phone number provided and spoke to a gentleman at
the Dept of Defense POW/MIA Dept. and was told that Timothy Star or
Timothy North Star was never a POW. I went straight home and
confronted my war hero (who by the way claims he escaped from the
prison camp) and said "Hey North Star I spoke with a man today
from the Department of Defense and they want you to call them right
away. Apparently you escaped from a POW camp that they are
completely unaware of and now that you have surfaced they want to see
you so that they can get your comrades out of there right away.
So here is the phone and the number ...he stared at me...I told him he
had three choices. call the number in the morning so any
prisoners that may still be there are freed or help me understand why
you found it necessary to lie to me and con me with your bullsxxt or
be gone when I wake up. He chose to be gone when I woke
up. WARNING to all, this man
Timothy Star goes by the name of North Star and claims to be a Holly
Man (medicine man) he got me for $200.00 and almost another $750.00
that he promised to pay back after he returned from Red Lake after he
and the other medicine men were done burning the dead children from
the shooting that took place there a few weeks ago. He returned
the clothes and misc things I had given to him and left with a Smith
and Wesson hunting knife and a one way bus voucher to South Dakota (I
canceled the bus ticket). The last word is that he called a
friend of mine on 4-16-05 from 605-584-4672. Don't let this man
con you and get your money or possessions and if anyone sees

reported to you on 4/16/05, with an addition of being the pipe organ
pianist for Rev. Billy Graham at one time and the organist for St.
James Episcopal Church on Wilshire Blvd. LA....A Navy Seal as he
claims and a POW and being decorated with purple hearts, bronze

08/2006 - This is to update your entry on Timothy North
Star. He is living in southern California and he is still claiming
to be a former Navy SEAL and Vietnam POW.
Timothy North Star is living in
the greater Los Angeles area. You see him occasionally at local
pow-wow's and claims to be undergoing cancer treatment in Santa
Monica. Besides still claiming to be a former Navy sea
officer, a Vietnam POW, and Navy Cross winner, he arrived in LA
with many original sacred items from S. Dakota. These I saw myself
and they were originals not fakes, and we were wondering who in
their right mind would allow Tim North Star to carry some other
family's medician like that.
No Lakota that I know of would
every allow a non Lakota to bear such items. So we think
they might have been stolen or taken by other means and sold here
in LA. If anyone who reads this has knowledge of what was
taken then you should use this info to help in maybe tracking it

Juneau Alaska (he even demonstrated some of his own dialect for
me). Same stories as from the others here. only
additional information was that he has a wife (Nancy?), a boy, and
a set of twin girls. he also claims to have adopted a boy
from his sister (?) who had died in a car accident or
something. He came to our church and claimed to have
been in the area to speak at a conference. He
did have a pack of old pictures showing him in white naval attire
with lots of medals on his chest. Dark hair, 5' 11".

I greatly appreciate your interest in upholding the honor of the
US Navy SEAL Teams, and your search for the TRUTH. Before
answering your questions I must make clear that I am a private
individual, not affiliated with the US Dept. of Defense or any
other government organization. My efforts to expose SEAL
imposters are performed as a service to the public, and in honor
of my fallen SEAL Teammates… men who truly earned the right to
the title “US NAVY SEAL” but who are no longer able to stand
forward in defense of their honor, their reputations, and their
TEAMs.
If the name you provided is spelled
correctly, I do NOT find a listing in the SEAL Database (SEAL
Teams and predecessor units from 1943 to the Present Day) for
anyone named TOM STARNS. I have also examined possible alternate
spellings, and names with similar pronunciations without finding
any that appear to be applicable.
Unless he has
undertaken the unlikely action of a legal name change (an action
for which there would be evidence in the form of court
documentation) since his claimed participation in SEAL training,
and based upon the information you have provided, I can state
conclusively that TOM STARNS has NEVER COMPLETED SEAL training,
and he is not now, nor was he ever a Navy SEAL, a Navy UDT
“Frogman”, a member of any Naval Combat Demolition Unit (NCDU),
or a member of the Naval Amphibious Scouts & Raiders (S&R).
Many SEAL imposters when confronted with the information I have
provided will resort to claiming that their records are sealed,
burned or their SEAL Operations were Classified and that there
are no official records of them.
Before any classified operations may be undertaken as a SEAL
Operator, a man must first successfully complete the Basic
Underwater Demolition/SEAL (BUD/S) Training program and then the
follow-on secondary training program. The names of all those who
successfully graduate from that training program sequence are
compiled in the SEAL database. Later participation in classified
operations has "no impact" on whether or not a person is listed
as a graduate of the training program.
There are records of every man who has qualified for the title
of “SEAL”; there have been and will continue to be secret
missions, but there are NO secret SEALs.
Once again I must stress that although I am a US Navy veteran,
and a former SEAL, I am a civilian performing in an entirely
unofficial role. I strongly recommend that you obtain a
formal/official US NAVY statement regarding Mr. TOM STARNS
claimed SEAL credentials. To do so you may contact the PUBLIC

SEAL... offered a Navy Cross but "has to go to New Orleans to
receive it." Captured close to the end of the war..... has stomach
disorder from captivity.
He has told different people that he was tortured in a Vietnam prison.
Bamboo sticks were stuck under his finger nails and etc.
His son, Freddie, held a (taped) revival when he was in Collinsville and said from the
pulpit "you would never believe that my dad was a Navy Seal".
When questioned in the fall of 2003, the "Pastor" stated:
1) I am not going to attempt to prove something that happened 30 years
ago, I know I was captive for 22 days, and
2) due to my stomach problems, my records are in "judication",
therefore your organization cannot verify my claim.

On February 2, 2004 Mr. Stewart
called claiming he had JUST been made aware of this posting. He
stated that he never said anything attributed to him. He
was never a SEAL, never a POW, never did anything to earn
the Navy Cross. The reports HAD to be from a disgruntled family
that was no longer with his church.
Our multiple sources strongly disagree.......
Stewart left the Collinsville area in
April for "health reasons" and returned to Louisiana.

was awarded a Silver Star and Purple Heart for combat in the jungles of
Vietnam.
There is a teacher who has been showing "his" medals to
his students, including a Silver Star and Purple Heart. He tells
the tale that he was in trouble at 16 years of age and a judge made him
join the Marines or go to jail. He said he was in the jungles of Vietnam
at 16 and 17, was shot in the stomach, received the Silver Star and his
Purple Heart.
He has a Vietnam Veteran sticker on all his cars, and tells tall tales
at meetings or whenever he can. He claimed to be a POW as well as a
"spy" for the US Government.

Vietnam in either 66 [1966] or 67 [1967] and had it engraved there.
I served with the combat engineers in Nam. I was (TDY temporary duty)
most of my year in Nam. I travelled with the 11th Cav [11th Armored
Cavalry Regiment]. I drove a lowboy truck with a Cat [Caterpillar] or a
front loader on the trailer. I was awarded a Purple Heart, a
Silver Star and I was a POW [Prisoner of War]. I escaped. I was
sprayed many times with Agent Orange and got Type II Diabetes because of
it. I retired at age 57 in 03 [2003] and had a stroke in 04 [2004]. It
affected my left side. I walk with a cane or walker. I worked as a heavy
equipment operator most of my life. I receive social security
disability, veterans disability and regular retirement from my job with
Lane County in Eugene, OR.
I had a garage sale and then had my neighbor lady sell some of the
leftovers on eBay.

surprisingly chipper 64-year-old transient named Ronald Storie, who
after a lifetime riding the rails, carried an oxygen tank after four
heart attacks and the loss of one lung.
(I learned Thursday that Storie, after serving in Korea and being a
prisoner of war for a year and a half in Vietnam, finally got a
place to live, thanks to the Placer County social workers who
volunteer their time at The Gathering Inn.)....

He says he served
in the Special Forces off and on for 28 years
and deployed 10 times overseas. “I got a Purple
Heart. I got the Distinguished Service Cross,
the Bronze Star, Silver Star," says Strank.

Last reported: "he was living in Mesa,
Arizona, was (allegedly) collecting money illegally from the VA, had a
couple of sets of phoney documents..."
Strank served from Aug 15 1960 to
Aug 23 1962 as a Nuclear Weapons Maint Tech. He was an SP4. ONLY awards
are Marksman Badge and National Defense Service Medal. He was stationed
in Wash DC; Germany; New Jersey; OK, New Mexico and KY.
