Today being the 51st anniversary of my enlisting in the
Marine Corps back in 1954, I spent it attending the sentencing hearing
of Michael W. Schuster, the local phony Marine major who often wore a
Marine major's rank insignia, Eagle Globe and Anchor emblems and more
than 20 medals and ribbons including the Silver and Bronze Stars,
Legion of Merit, etc. He had the local VFW and American Legion Posts
snowed about his supersecret work in VietNam as a member of Marine
intelligence and with the CIA.
It all came to light last year when a newspaper
article discussed his military exploits in an article describing him
as the 2004 guest speaker at the West Bend Memorial Day Program.
Investigation eventually revealed that he had never
been in any branch of the military. It took a couple months but he was
eventually outed and he admitted his fraudulent activities. The
investigative findings were turned over to the Milwaukee Journal
Sentinel Newspaper and to the FBI took which took ! another six months
to get around to completing their investigation in February. They used
our investigative file, interviewed Schuster and turned the results
over to the US Attorney.
Although Schuster had admitted his deception last
August, he told a psychiatrist/psychologist in Feb 2005 that he was
suffering post traumatic stress from his Viet Nam tours and
having been a POW.
A former Marine, while getting a haircut in a local beauty saloon,
learned a couple of months ago that Schuster continued to claim to be
involved in undercover work for the government but that he was going
through the trial etc because of the highly classified work he was
involved in which could not be revealed to the public.
The US Attorney recently advised me that a local radio station had
sent a letter of reference as to the good character of Schuster to the
court. I visited that station's manager on Wednesday, taking along
another retired MSgt. The station manager, who had been an Army brat
moving from base to base as he grew up, was completely surprised to
learn that a letter had gone out on his station's letterhead attesting
to the good character of Schuster. In fact, the manager felt
that the guy should be prosecuted to the fullest. He determined that a
former employee had written the letter without authorization.
He then called the US Attorney and faxed a letter
recinding the earlier letter. A member of the local American Legion
had lent his name to that letter of praise for Schuster. If memory
serves me correctly, that same individual had bragged to me last June
that he had contacts with the FBI and Secret Service who could dig out
the info on Schuster. A week later, he told me that after contacting
his 'sources', neither of those agencies could assist in the
investigation. Interesting that he has since attested to Schuster's
good character.
Today, the US Magistrate hearing the case spent a great
amount of time determining that Schuster understood his confession,
guilty plea and plea agreement. I sat there thinking that he certainly
was sympathetic toward Schuster. The US Attorney presented his case
well and established several strong points, particularly that Schuster
had given 5-6 speeches in a VFW type uniform wearing all those ribbons
and representing himself as a heroic Marine major with extensive time
in Viet Nam, Iraq and Afghanistan. He also brought up the post
traumatic stress syndrome that Schuster was describing just 5 months
ago.
The Public Defender said that Schuster was sorry, etc, wanted to
acknowledge his deception and make amends. The Judge continued to ask
Schuster if he agreed to all these things and the latter agreed that
he understood it all. The judge then referred to several letters
received from retired and former Marines around the country who
referred to the vile act, etc and wanted ! confinement if not a worse
sentence. I liked the way the judge expressed that thought. There were
also two letters of good character in favor of Schuster. Often during
the discussion, the judge referred to Schuster's mental health
state.
He also pointed out that Schuster's fraud was a serious
violation and that it could have been prosecuted as a felony in a
higher court.
The judge then began his sentencing phase. The US Attorney and Public
Defender had worked out a plea agreement for a $500 fine and a year's
probation. The judge determined that Schuster's sole income source is
Soc Sec Disability so he decided not to fine him. The judge said that
confinement would serve no purpose. The Judge set a two year period of
probation, 100 hours of community service and mandatory mental health
counseling. He spent a lot of time discussing the need for mental
health treatment. Schuster agreed to the sentence.
So, my thanks to those of you who sent letters to the
Court. It is over. Done. Amen.

Scammers jailed for duping Aussie, NZ investors

An
American judge has shown little mercy to two scammers by jailing
both for more than 20 years for duping almost $A4 million from 475
victims in Australia, New Zealand and the US.
Many of the victims were New Zealand sheep
farmers while Darwin residents Tracey and Paul Grist were among
the hardest hit, losing $A350,000.
Joseph L Thornburgh, 61, of Oklahoma, and Steven
Fishman, 59, of California, tricked the victims into believing
19th Century US railroad bonds and 100-year-old Republic of China
bonds they obtained were worth "hundreds of millions of
dollars".
The bonds, however, "had only nominal value
as collector items", prosecutors told the US District Court
in Tulsa, Oklahoma.
Chief judge Claire Eagan sentenced Thornburgh to
24 years and four months jail and Fishman to 21 years and 10
months during Friday's court appearance.
A third member of the scam, Robert
Searles of Tennessee, will be sentenced next month while
the fourth, New Zealand fugitive Leslie Davidson, remains on the
run, with US authorities tracking him from Nigeria to the Middle
East.
Davidson, 63, was allegedly central to the
group's plan to befriend and extract large sums of money from the
victims.
Formerly from Wanganui, New Zealand, Davidson
had close ties with sheep farmers in NZ and used that friendship
to gain their trust.
Searles also won
over victims by cooking up a story that he was an American
prisoner of war in the Vietnam War and had been at the Hanoi
Hilton with former US presidential candidate John McCain.
The scam involved telling investors the bonds
issued 159 years ago by the now defunct American railroad company,
Galveston, Houston & Henderson, and bonds issued by the
Republic of China a century ago had hundreds of millions of
dollars of interest accrued on them.
Ms Grist was a star prosecution witness, flying
to Tulsa to give evidence.
The Grists met Davidson at a resort in Cairns in
2002.
During the meeting, Davidson called Searles in
Tennessee and put him on speaker phone to pitch the money-making
opportunity to the Grists.
Judge Eagan ordered Thornburgh and Fishman to
contribute towards $US3,684,213 ($A3.97 million) in restitution.
They were charged with money-laundering, mail
fraud and wire fraud conspiracy.

Franklin Shepard, 59, of Thompson Valley, died Wednesday, Nov. 29,
2006 at the VAMC in Salem, Va. Born June 15, 1947 in Tazewell, Va., he
was a son of the late Frank and Lena Gillespie Shepard. He was of the
Church of God faith and was a former Pastor of the Northside Church of
God in Brunswick, Ga. and the Westside Church of God in Alma, Ga.
Mr.
Shepard was a United States Army veteran, serving in the Airborne
Rangers; his service to his country included three tours in Vietnam,
where he bravely endured being a Prisoner of War. Mr.
Shepard was the recipient of the Vietnam Service Medal with three
Bronze Stars; Vietnam Campaign Medal with 60 Device; Parachutist
Badge; Army Commendation Medal; Combat Infantry Badge; Air Medal;
Bronze Star Medal with one Oak Leaf Cluster and a Presidential Unit
Citation among other notable awards and recognitions such as being the
Soldier of the Year for the United States Army in 1974; he ended his
military service with the rank of Staff Sergeant. He was a lifetime
member of the Golden Isles Chapter of the Disabled American Veterans
in Brunswick, Ga. and had served as President of Hendrix – Shepard,
Inc. of Brunswick, Ga.
In addition to his parents, he was preceded in death by two sisters,
Shirley Shepard and Mary Hazel Shepard; two brothers, Charles Shepard
and Robert Shepard. ...
Funeral services will be conducted at 2:00 p.m. Sunday, Dec. 3, 2006

pass this information along to in response to the supplemental
inquiry regarding Mr. DELBERT
AUSTIN SHEPARD
and his claims of being a US Navy SEAL.
The
records
you forwarded to me indicate that DELBERT
AUSTIN SHEPARD served in the US Navy as a Cryptological
Technician (CT). His tasking would have put him in direct contact with
classified crypto “key” cards used to synchronize communications
machines so that the messages sent/received were protected from hostile
intercept.

After attending basic training (“boot camp”) at the RECRUIT TRAINING
COMMAND (RTC) San Diego California, he was transferred (Jun 66) to the
NAVAL TRAINING CENTER (NTC) San Diego, California where he received
schooling as a CT.

Upon graduation from that schooling (Sep 66) he was transferred to
COMMUNICATIONS STATION, PHILIPPINES (NAVCOMMSTA PHIL)… where he served
for approximately 18 months.

He was transferred to the Naval Communications Command HQ (NAVCOMMCOM)
in Washington DC (May 1968) where he served for only about 18 months.

As of 10 Dec 1969 Delbert Austin, rank CT2 (E-5, Petty Officer Second
Class), was transferred from ACTIVE DUTY to the NAVAL RESERVE…
administratively attached to the Naval Reserve Manpower Center in
Bainbridge Maryland.
SUMMARY:
Although
you did not provide any documentation associated with his precise
start/end dates (such as would appear on his DD-214), it would appear
that SHEPARD reported to
Basic Training at the RTC San Diego sometime in the Jan-Mar 1966
timeframe. He subsequently attended a technical training school on the
same base in San Diego which lasted approximately 3 months. Having
achieved the skill rating of “CT” – Crypto Technician – he was
sent to a communications station in the Philippines where he served for
18 months. His duties can be supposed to have included technical
maintenance of crypto machines, and possibly some interaction with
technicians servicing communications transmitters, receivers, and
antenna arrays. His work would have required him to hold either a SECRET
or TOP SECRET security clearance, and evidence of the Standard Security
Background Investigation clearance date would like be found on his
DD-214. In May 1968 SHEPARD was transferred to Washington DC to
work at the Naval Communications Command Headquarters. His tasking would
have continued as a technician assigned to maintain cryptographic
machines which form a secure link in the Navy’s communications
environment. He remained at the NAVCOMMCOM assignment for approximately
18 months. In December 1969 SHEPARD was released from Active Duty and
transferred to the Naval Reserve Manpower Center in Bainbridge Maryland.
I must presume that his enlisted obligation was for a total of six
years… four years of which were required to be “active duty” and
two years of which were required to be “drilling reserve”.
There
is no evidence of any schooling except for basic training (approx 11
weeks) and the specific 3 month Cryptographic Technician course he
attended at the Naval Training Center in San Diego. He was not a student
at BUD/S training in Coronado at any point between his attendance at
basic training and his release from active duty. He was never a US Navy
SEAL. He achieve the rank of E-5 (Second Class Petty Officer). There is
no evidence of any awards or citations in this schooling history, but it
must be presumed that he would have been granted the National Defense
medal which was a standard issue to all persons serving during that
period in history.

Shippey has surfaced again! Now states that he had spent 9 years in VN
- 3 years as a
POW both in south and in Plantation outside of Hanoi. He claimed service

25 ½ years active duty from 1951-1976. Took basic training at Ft Dix,
NJ. 1951-52 saw action in the Korean War with the 10 Infantry, 25th
Infantry Division. 1953-1960 joined the Detroit Missile Command in
Detroit, MI. 1960-1962 was stationed at the US Army Alaska Missile
Command at Anchorage, Alaska. From Alaska, was assigned to the 1st
Infantry, US Army 25th infantry Division, Hawaii as a Recon Platoon
Sergeant. 1964-1965 spent first tour in Coochiee,
Vietnam. 1966-1967 went back to Quinon, Vietnam with the 117th Aviation,
52nd Aviation Battalion as a Door Gunner and was shot
down and an MIA for 30 days. From 1968-1970 was assigned to
Company E 4th of the 47th Infantry, 9th Infantry Division and went back
to Dong Tam, Vietnam. Became a POW at this time
for 3 years at a place called the Plantation in North Vietnam.
From 1971 - 1976 became a Drill Sergeant at Ft. Dix, NJ until discharged
from the Army in 1976.

Donald F. Shrake, 70, of Madisonville, died at
3:34 a.m. Wednesday, July 15, 2009 at Regional Medical Center in
Madisonville, Ky. He was born April 25,
1939, in Cleveland, Ohio, to the late Donald Fredrick Shrake and
Justine DiVencenzo Shrake. He was a retired U.S. Army Veteran with
rank of Sargent First Class serving in Vietnam
where he was a POW and was also retired from Kroger in
Carbondale, Illinois as a butcher. In addition to his parents he was
preceded in death by his son, Donald Frederick Shrake...... Memorial
contributions may be made to the Disabled Veterans Association or
the Wendell Foster Center in Owensboro, Ky. Envelopes will be
available at the funeral home.

I talked personally with Jack Van
Loan last night. This guy named
Robert Simpson was never a POW or a MIA for even a single day of the
Vietnam War. Jack doesn't know him. Jack is info
copied on this message. If Simpson is making that claim, then he
deserves to be on the List, with the other two Simpsons. If he
has proof of is claims: witnesses, after action report, casualty
report, morning muster
report, service record entry, medal/awards citations, official
notification to his family (western union telegram, CACO assignment,
etc.), then I would be glad to assist him in presenting that proof to
Department of Defense for correction of their records, something which
has not happened yet (in over 30 years) in this Phony POW claim
business. He would be a first.
I just spent the last three days
with Jack Van Loan .... We visited the Vietnam War Memorial (The
Wall), together and remembered our deceased friends who served with us
in Vietnam, and the POWs we knew there, some of whom are now listed on
the Wall....and who had no need to lie about having been there with
us. They were our real heroes. Jack told me face-to- face,
"Thanks, Mike. I don't know who this Simpson fellow is or
why he would say such a thing."
You may share this e-mail with those
who think there is a witch hunt. There is no such thing going
on. It is just that some folks feel that truth is honorable, and
lies are not.

Claims to have been a Navy Seal, served in Vietnam, had
8 years Navy service, was captured and tortured, and sometime later
rescued by the Seals. His legs had been severely damaged during
the torture, and after rescue transferred to a hospital where he was
told both legs might need to be amputated. However, at a second
hospital his legs were saved. When captured he was on a VERY
classified mission, hence he cannot receive veteran's benefits even at
this late date!
Also claims to have worked for the CIA, and was a police officer.

the US Navy SEAL Teams, and your search for the TRUTH. Beforeanswering
your questions I must make clear that I am a private individual,
not affiliated with the US Dept. of Defense or any other
government
organization. My efforts to expose SEAL imposters are performed as a
service to the public, and in honor of my SEAL Teammates who
gave their lives in service to our nation. men who truly earned the
right to the title "US NAVY SEAL" but who are no
longer able to stand forward in defense of their honor, their
reputations, and their TEAMs.
If the name you provided is spelled correctly, I do NOT find a
listing in the SEAL Database (end of WWII to the Present Day)
for anyone named PETER V. SKILLMAN. I have also examined
possible alternate spellings, and names with similar
pronunciations without finding any that appear to be applicable.
Unless he has undertaken the unlikely action of a legal name
change (an action for which there would be evidence in the form
of court documentation) since his
claimed attendance at BUD/S training, and based upon the
information you have provided, I can state conclusively that
PETER V. SKILLMAN has NEVER COMPLETED SEAL training, and he is
not now, nor was he ever a Navy SEAL or a Navy UDT
"Frogman". ....
