1.      BACKROUND.  ON 15 SEPTEMBER 1993, A JOINT U.S./VIETNAM ORAL HISTORY
PROGRAM INTERVIEW TEAM INTERVIEWED MR. LE VAN DUM, ALSO KNOWN AS BA DUM, A
RESIDENT OF THU DUC TOWN, HO CHI MINH MUNICIPALITY. LE VAN DUM WAS A MEMBER
OF THE THU DUC LOCAL MILITIA THROUGHOUT THE WAR. THE TEAM MET AT THE
EXTERNAL RELATIONS OFFICE, 6 THAI VAN LUNG STREET, DISTRICT 1, HO CHI MINH
CITY (HCMC), TO INTERVIEW LE VAN DUM, LISTED IN REFERENCE AS A POTENTIAL
SOURCE OF INFORMATION CONCERNING U.S. PERSONNEL MISSING IN ACTION (MIA) IN
VIETNAM. THE U.S. CONTINGENT CONSISTED OF MR. [XXXX][XXXX][XXXX], DET 2
CASUALTY RESOLUTION SPECIALIST, AND SGT [XXXX][XXXX][XXXX], JTF-FA
ANALYST/LINGUIST. THE VIETNAMESE CENTRAL GOVERNMENT CONTINGENT CONSISTED OF
LTC LE KY, MIISTRY OF DEFENSE; AND MR. NGUYEN VAN THANG LOI, MINISTRY OF
INTERIOR.

1.      SUMMARY.  THE SOURCE, LE VAN DUM, WAS NOT THE SAME INDIVIDUAL
IDENTIFIED IN REFERENCE. HE WAS A MEMBER OF THE THU DUC MILITIA DURING THE
WAR, NOT A SAIGON - GIA DINH SPECIAL ACTION UNIT MEMBER AS ANNOTED IN REF.
HE CLAIMED NO KNOWLEDGE OF ANY INCIDENTS INVOLVING U.S. PERSONNEL. LE VAN
DUM WAS INTERVIEWED ONCE BEFORE DURING THE 16TH JFA AND REPORTED THEN AS NOW
THAT HE KNEW NOTHING USEFUL TO U.S. PW/MIA SEARCH PERSONNEL.

3.      DETAILS.

        A.      AFTER FORMAL INTRODUCTIONS, LTC LE KY EXPLAINED THE JOINT
TEAM'S MISSION. MR. LE VAN DUM (LEE VAWN ZUMF) SAID THAT HE HAD BEEN A
MEMBER OF THE THU DUC (XS9299) MILITIA FROM 1949 UNTIL 1962. HE WAS
INTERVIEWED BY A JOINT TEAM DURING THE 16TH ITERATION AND SAID THAT HE HAD
NO FURTHER INFORMATION TO PROVIDE.

        B.      MR. DUM SAID THAT HE ONCE HEARD A STORY CONCERNING AN
AMERICAN PW, BUT COULD NOT RECALL THE STORY. HE SAID TOO MUCH TIME HAD
PASSED SINCE HE HEARD THE STORY AND HE NEVER DID HAVE ANYDETAILS. MR. DUM
WENT ON TO SAT THAT THE MAN WHO HAD ORIGINALLY RELATED THE STORY TO HIM DIED
IN 1989.

        C.      WITH NO FURTHER QUESTIONS FOR MR. DUM, THE JOINT TEAM AGREED
TO CONCLUDE THE INTERVIEW.

4.      CORRELATIONS TO EXISTING POW/MIA CASES.  NONE.

5       POTENTIAL LEADS.        NONE.

6.      MATERIAL EVIDENCE:      NONE.  THIS SOURCE BROUGHT NO RECORDS,
NOREBOOKS, DIARIES, OR ANY MATERIAL EVIDENCE ASSOCIATED WITH UNACCOUNTED FOR
U.S. PERSONNEL.

7.      COMMENTS.

        A.      THE MEMBERS OF THE JOINT TEAM CONFERRED ON THE QUESTIONS TO
BE ASKED DURING THE INTERVIEW. TEAM MEMBERS AGREED THAT NEED TO REINTERVIEW
THIS SUBJECT WOULD DEPEND ON WHETHER FURTHER QUESTIONS FOR MR. LE VAN DUM
ARISE DURING THE COURSE OF THE ORAL HISTORY INTERVIEW TEAM'S FUTURE WORK.

        B.      REQUEST THE VNOSMP MAKE MR. DUM AVAILABLE FOR REINTERVIEW IF
NECESSARY.
