VIETNAM ORAL HISTORY TEAM INTERVIEWED MR. LE QUANG HUY, FORMER
ENEMY PROSELYTIZER WITH B-2 FRONT, COSVN. MR. HUY PROVIDED
LIMITED DETAILS ABOUT THE ORGANIZATION OF THE B-2 FRONT POW
CAMP SYSTEM AND ITS PROCEDURES FOR REPORTING INFORMATION. HE
SAID HE WORKED WITH A UNIT CALLED TB-21 THAT OPERATED A MOBILE
DETENTION CAMP FOR U.S. POWS IN WESTERN TAY NINH PROVINCE,
VIETNAM, AND EASTERN CAMBODIA. HE CLAIMED THAT THE POW CAMP RUN
BY UNIT TB-21 HELD NO PRISONER RECORDS. THE CAMP STAFF
REPORTED ALL POW-RELATED INFORMATION VERBALLY TO THE COSVN
ENEMY PROSELYTIZING OFFICE. HE RECALLED THE NAMES OF TEN
AMERICANS HELD AT CAMP TB-21 AND THE NAME OF ONE U.S. DESERTER
HE MET IN TAY NINH PROVINCE. TWO OF THE POWS AND THE DESERTER
ARE STILL UNACCOUNTED-FOR (1260-1-01, 1093-1-01, AND
9950-0-43). MR. HUY EMPHATICALLY DENIED THE VIETNAMESE
GOVERNMENT HELD ANY AMERICANS AFTER 1973.

B. PURPOSE OF INTERVIEW: JOINT TEAMS HAD INTERVIEWED MR.
HUY THREE TIMES BEFORE, TWICE IN CONJUNCTION WITH
FIELD INVESTIGATIONS. THE ORAL HISTORY TEAM'S
OBJECTIVE, BASED ON JTF-FA/J2 AND DPMO GUIDANCE WAS
TO OBTAIN THE FOLLOWING INFORMATION:

(1) INFORMATION ON ANY UNACCOUNTED-FOR AMERICAN,
WHETHER IN THE WARTIME PRISON CAMP SYSTEM OR NOT.

(2) DETERMINE THE RELATIONSHIP BETWEEN CAMPS
TB20/21 AND B-17/C-53 (AKA THE SECURITY CAMP).

(3) REPORTING PROCEDURES RELATED TO U.S. POWS UNDER
COSVN CONTROL.

(4) COSVN ORGANIZATION WITH RELATION TO U.S. POWS.

(5) NAMES OF OTHER INDIVIDUALS IN THE COSVN CAMP SYSTEM
WHO MIGHT KNOW ABOUT UNACCOUNTED-FOR AMERICANS.

(6) WHETHER PERSONNEL FROM INTERNATIONAL
ORGANIZATIONS (OR INDIVIDUALS) VISITED THE COSVN
PRISON CAMPS OR PRISONERS.

SOUTH VIETNAM (COSVN, AKA-"MIEN" (MIEENF), LITERALLY,
"REGION"). MR. HUY WAS AN ENGLISH-LANGUAGE
INTERPRETER FOR THE B-2 FRONT AND HAD CONTACT WITH A
NUMBER OF AMERICAN POWS, SPECIFICALLY AT A PRISON
CAMP HE CALLED TB-21 IN WESTERN TAY NINH PROVINCE AND
EASTERN CAMBODIA.

(7) MISCELLANEOUS: NONE.

(8) WITNESS RELIABILITY: THE WITNESS MAY INTENTIONALLY
HAVE LIMITED HIS STATEMENTS ON SOME SUBJECTS. HE PROBABLY
PROVIDED ACCURATE DETAILS ON THREE UNACCOUNTED-FOR INDIVIDUALS.

(A) AT THE BEGINNING OF THE INTERVIEW, MR. HUY
TOLD THE JOINT TEAM HE WAS BUSY AND THE TEAM SHOULD LIMIT
ITS BUSINESS TO APPROXIMATELY ONE HOUR. THOUGH RELATIVELY
CORDIAL THROUGH MOST OF THE INTERVIEW, IT BECAME
INCREASINGLY APPARENT TO THE INTERVIEWER THAT MR. HUY WAS
IMPATIENT WITH THE PROCEEDINGS. JOINT TEAMS HAD
INTERVIEWED HIM THREE TIMES BEFORE, AND HE IMPLIED HE
DIDN'T UNDERSTAND THE REASON FOR MULTIPLE INTERVIEWS. HE
SAID THE TEAM SHOULD USE INFORMATION INTERVIEWERS OBTAINED
PREVIOUSLY FOR BACKGROUND, AND INDICATED HE WOULD ADDRESS
ONLY SPECIFIC QUESTIONS RELATED TO INDIVIDUAL CASES DURING
THIS INTERVIEW. HE WOULD ONLY TALK AT LENGTH ON
UNRESOLVED CASES. TOWARD THE END OF THE MEETING, WHEN
ADDRESSING WHETHER VIETNAM HAD HELD U.S. PRISONERS AFTER
OPERATION HOMECOMING IN 1973, HE BECAME EXCITED, SPEAKING AT
LENGTH ON WHY THIS WAS NOT POSSIBLE.

(B) A PRELIMINARY REVIEW OF MR. HUY'S PREVIOUS STATEMENTS
INDICATES POSSIBLE INCONSISTENCIES BETWEEN PREVIOUS AND
CURRENT INTERVIEWS. THE INTERVIEWER SUSPECTS HE MAY HAVE
LIMITED THE INFORMATION HE PROVIDED TO THE ORAL HISTORY TEAM
FOR ONE OF TWO REASONS, BOTH STEMMING FROM HIS MULTIPLE
INTERVIEWS. HE MAY HAVE BELIEVED THE U.S. SIDE DOUBTED
THE VERACITY OF HIS PREVIOUS STATEMENTS AND WAS HARASSING
HIM FOR HIS WARTIME ACTIVITIES. ALTERNATIVELY, HE MAY HAVE
PERCEIVED A LACK OF ORGANIZATION ON THE U.S. SIDE FOR
INTERVIEWING HIM SEVERAL TIMES. SINCE THE JOINT TEAM WAS
ASKING GENERALLY THE SAME QUESTIONS, HE MAY HAVE BELIEVED
THAT HE WAS NOW WASTING HIS TIME. IN EITHER CASE, HE SEEMED
TO BE PROVIDING POSSIBLY SHORTENED OR LIMITED ANSWERS TO SOME
QUESTIONS.

INFORMATION ON THE THREE SPECIFIC UNACCOUNTED-FOR
AMERICANS. WHEN ADDRESSING THESE LOSSES, HE SEEMED MORE
ATTENTIVE AND PATIENT, POSSIBLY BECAUSE HE FELT THIS
INFORMATION COULD DIRECTLY CONTRIBUTE TO RESOLVING
UNACCOUNTED-FOR CASES.

(9) STATEMENT:

(A) DURING HIS TIME AT B-2 FRONT, MR. HUY WAS AN
ENGLISH-LANGUAGE INTERPRETER AND ENEMY PROSELYTIZER WHO
WORKED WITH AMERICAN POWS. IN ADDITION TO PROPAGANDIZING U.S.
PRISONERS CONCERNING THE DEMOCRATIC REPUBLIC OF VIETNAM'S
(NORTH VIETNAM) "JUST" STRUGGLE, HE KEPT POWS INFORMED OF
CERTAIN NEWSWORTHY EVENTS IN THE U.S. HE REMEMBERED BRIEFING
SUCH STORIES AS THE APOLLO 11 SPACE PROGRAM AND MUHAMMAD
ALI'S BOXING MATCHES. HE SAID HE HAD HEARD ALLEGATIONS SINCE
THE WAR THAT VIETNAMESE POW CAMPS TREATED U.S. PRISONERS
HARSHLY. HE DENOUNCED THESE REPORTS AS LIES. THE CAMPS
OBJECTIVE WAS NOT EXPLOITATION, HE CLAIMED, BUT TO KEEP
THE PRISONERS ALIVE.

MR. HUY REFUSED TO DISCUSS HIS WARTIME DUTIES FURTHER.

(B) MR. HUY KNEW ABOUT TWO UNITS THAT RAN PW CAMPS
SUBORDINATE TO COSVN -- TB-20 AND TB-21. HE ONLY HAD
DIRECT KNOWLEDGE OF THE CAMP HE CALLED TB-21, WHICH
HE VISITED FREQUENTLY IN HIS CAPACITY AS A PROSELYTIZER.
THIS CAMP WAS MOBILE AND OPERATED FROM SEVERAL LOCATIONS
IN WESTERN TAY NINH PROVINCE AND AT LEAST ONE LOCATION IN

(C) MR. HUY SAID THAT BETWEEN TRIPS TO CAMP TB-21, HE WORKED
NEAR KATUM (48P XT 333 901), IN CURRENT TAN CHAU DISTRICT,
TAY NINH PROVINCE. THE TB-21 COMMANDER WAS LE HUE (LEE HUEEJ,
AKA UTS HUEEJ). AS FOR CAMP TB-20, MR. HUY SAID HE ONLY KNEW
OF ITS EXISTENCE BECAUSE TB-21 OCCASIONALLY TRANSFERRED U.S.
PRISONERS THERE. HE NEVER PERSONALLY VISITED TB-20, BUT KNEW
THE CAMP COMMANDER WAS LE DAN MANH (LEE DAAN MANH]).

(D) CONCERNING SPECIFIC U.S. POWS IN CAMP TB21, MR. HUY
PROVIDED THE FOLLOWING INFORMATION (NOTE: MR. HUY RECALLED
ALL THE FOLLOWING INDIVIDUALS BY NAME. IN SOME CASES, HE
WROTE THE NAMES ON PAPER FOR THE JOINT TEAM
TO DERIVE SPELLING.):

THIS INDIVIDUAL TRANSFERRED FROM TB-21 TO TB20 AND THE
VIETNAMESE GOVERNMENT LATER RELEASED HIM.

(2) [XXXX] (REFNO 1034-1-02, RELEASED)
THE VIETNAMESE GOVERNMENT RELEASED  THIS INDIVIDUAL.

(3) [XXXX][XXXX][XXXX](REFNO 1034-1-03,
RELEASED)  THE VIETNAMESE GOVERNMENT RELEASED THIS
INDIVIDUAL.

(4)[XXXX][XXXX][XXXXX] (REFNO 1012-1-01,
RELEASED) - THE VIETNAMESE CAPTURED THIS INDIVIDUAL AT AN

INDIVIDUAL IN 1968 AND RELEASED HIM IN 1973.

(REMAINS RECOVERED) - THE VIETNAMESE CAPTURED THIS INDIVIDUAL
IN APPROXIMATELY MAY 1970. HE HAD A BROKEN LEG (ND DIED IN
NOVEMBER OR DECEMBER 1970.

(7) [XXXX] (REFNO 1610-1-07, RELEASED) - MR.
HUY SAID [XXXX] COULD CONFIRM MANY OF THE THINGS HE WAS
TELLING THE JOINT TEAM, INCLUDING THE CIRCUMSTANCES
SURROUNDING THE DEATH OF U.S. POW FERGUSON (SEE BELOW). THE
VIETNAMESE GOVERNMENT RELEASED MASLOWSKI.

(8) [XXXX][XXXX] REFNO 1610-3-05, DEAD,
BODY NOT RECOVERED) -[XXXX][XXXX] IN MR. HUY'S
ESTIMATION, WAS A VERY EDUCATED AND CULTURED INDIVIDUAL.
MR. HUY SAID HE HEARD THAT YOUNG DIED AFTER BEING
RELEASED.

(9) JAMES MICHAEL RAY (REFNO 1093-1-01,
DEAD, BODY NOT RECOVERED THIS INDIVIDUAL WAS STUBBORN
(NGOAN COOS), ACCORDING TO MR. HUY, AND REFUSED TO FOLLOW
CAMP RULES. ONCE DURING HIS CAPTIVITY HE STOLE A GUN FROM
GUARD AND ESCAPED FROM TB-21. CAMP PERSONNEL
SUBSEQUENTLY RECAPTURED HIM AND PUT HIM IN SOLITARY
CONFINEMENT. HE DIED OF MALARIA IN LATE 1969 AND WAS
BURIED AT TB-21 WHEN THE CAMP WAS EAST OF TO RIET VILLAGE
48P XU 162 106), CAMBODIA, NORTH OF THE TAY NINH BORDER.
HE SAID HE COULD ONLY NARROW THE LOCATION OF TB-21 AT THE
TIME OF RAY'S DEATH DOWN TO WITHIN THREE OR FOUR
KILOMETERS. MR. HUY SAID HE NEVER SAW RAY'S GRAVE, AND
COULD NOT REMEMBER ANYONE WHO DIRECTLY PARTICIPATED IN THE
BURIAL. AS FOR OTHER TB-21 PERSONNEL WHO KNEW RAY, A
MEDIC NAMED CHAN (CHAAN), FROM BEN TRE PROVINCE, TREATED
MR. MR. HUY SAID CHAN DIED IN 1971.

(10) WALTER FERGUSON (REFNO 1260-1-01, DEAD,
BODY NOT RECOVERED) - FERGUSON WAS A BLACK AMERICAN PRISONER
AT CAMP TB-21. HE WAS AT THE CAMP DURING A ?PERIOD WHEN U.S.
FORCES HAD MOVED INTO CAMBODIA AND TB-21 HAD MOVED TO TA DATH
(POSSIBLY NEAR 48P XT 285870) IN TAY NINH PROVINCE, VIETNAM,
FROM CAMBODIA. ONCE, IN APPROXIMATELY MAY 1970, WHEN U.S.
FORCES WERE INSERTING TROOPS  NEAR TB-21, FERGUSON ASKED TO
USE THE LATRINE AND ATTEMPTED  TO ESCAPE. DURING THE ESCAPE
ATTEMPT, CAMP PERSONNEL SHOT AND KILLED AND THEN BURIED
FERGUSON NEAR CAMP TB-21. AT THIS TIME, THE CAMP WAS IN THE
DENSE jungle NEAR THE MAY STREAM, AKA THE CHOR STREAM, AND
NEAR THE VIETNAM-CAMBODIA BORDER IN TAY NINH PROVINCE. MR.
HUY EXAMINED A 1:250,000 SCALE MAP AND INDICATED THE GENERAL
VICINITY OF 48P XU 1201, BUT CAUTIONED THIS WAS NOT AN EXACT
LOCATION. (NOTE: MAY STREAM/CHOP STREAM (SUOOIS MAAY/SUOIS
CHOR): CHOR STREAM ORIGINATES IN CAMBODIA AND

RUNS SOUTH ACROSS THE CAMBODIA-VIETNAM BORDER AT 48P XU 119015
TO XT 143918, WHERE IT MERGES WITH TABON STREAM. AT THAT POINT
(XT 143918) IT BECOMES MAY STREAM. MAY STREAM THEN CONTINUES
ITS SOUTHERLY ROUTE TO XT 118778, IN THANH TAY (V), TAN BIEN
(D), TAY NINH (P), WHERE IT ENTERS KY STREAM (SUOOIS KY)). MR.
HUY SAID THE TB-21 LOCATION AT THE TIME FERGUSON DIED WAS FIVE
OR SIX KILOMETERS GENERALLY EAST OF THE TB-21 LOCATION WHERE
RAY DIED. MR. HUY DID NOT REMEMBER ANYONE WHO DIRECTLY
PARTICIPATED IN THE DEATH OR BURIAL. MR. HUY PERSONALLY VIEWED
THE GRAVE AND SAID THERE WAS NO DIRT MOUND OR MARKER ON THE
GRAVE. AT MOST, THE GRAVE WAS ONE METER DEEP. CAMP PERSONNEL
CAMOUFLAGED THE GRAVE CAREFULLY TO AVOID ITS DETECTION.

(11) MCKINLEY NOLAN - MR. HUY SAID HE WAS
VERY FAMILIAR WITH MCKINLEY NOLAN'S CASE. NOLAN FLED LONG BINH
PROVINCE AFTER BEING "SENTENCED TO DEATH" FOR SLITTING A
MILITARY POLICEMAN'S THROAT. IN MR. HUY'S WORDS, NOLAN "CAME
OVER TO US." MR. HUY USED THE WORDS "HANG BINH" (HANGF BINH),
MEANING A SOLDIER WHO HAS DESERTED OR DEFECTED, TO DESCRIBE
NOLAN. HE SAID NOLAN NEVER ASSOCIATED WITH AMERICANS IN THE POW
CAMP FOR FEAR OF REPRISAL. HE MARRIED AN ETHNIC CAMBODIAN WOMAN
IN 1967 AND LATER MOVED INTO CAMBODIA. MR. HUY LOST TRACK OF
NOLAN IN 1972. HE NEVER HEARD OF A CAUCASIAN WORKING WITH
NOIAN.

(E) MR. HUY SAID CAMP TB-21 REPORTED ALL
POW-RELATED INFORMATION VERBALLY TO NGO DAT TAI AT COSVN'S
ENEMY PROSELYTING OFFICE (EPO). (A JOINT ORAL HISTORY TEAM
INTERVIEWED NGO DAT TAI (NGOO DATJ TAIF, AKA MWOIF TAIF) ON 12
MAY 93.) -HE SAID TB-21 KEPT NO RECORDS ON PWS. MR. HUY DID
NOT KNOW IF COSVN EPO KEPT SUCH RECORDS. WHEN PRISONERS DIED
AT TB-21, CAMP PERSONNEL REPORTED TO COSVN EPO THE REASON FOR
DEATH, THE CIRCUMSTANCES OF DEATH, AND BURIAL INFORMATION.

(F) MR. HUY NEVER HEARD OF ANY GROUPS OF FOREIGN VISITORS IN
THE COSVN CAMP SYSTEM.

(G) MR. HUY SAID TU CHUYEN (TW CHUYEENJ) ALSO WORKED AT CAMP
TB-21 AND WAS WITH THE ENEMY PROSELYTING OFFICE'S REAR
SERVICES SECTION. HE DID NOT KNOW MR. CHUYEN'S CURRENT LOCATION.

(H) MR. HUY CLAIMED NEVER TO HAVE HEARD OF CAMP B17/C53.

(I) MR. HUY SAID HE HAD HEARD THE NAME COOK (REFNO
0050), BUT NEVER MET HIM. HE BELIEVED COOK HAD BEEN
AT CAMP TB-20 AN-D RECOMMENDED THE JOINT TEAM TALK
TO TB-20 PERSONNEL FOR INFORMATION ON THIS INDIVIDUAL.

(J) MR. HUY EMPHATICALLY DENIED THE VIETNAMESE
GOVERNMENT HELD U.S. PERSONNEL AFTER 1973. HE SAID
THERE WAS NO LOGICAL REASON FOR VIETNAM TO HAVE DONE
