1. REF HAS THE SUMMARY REPORT OF ACTIVITIES CONDUCTED IN VIETNAM BY
JTF-FA SPECIAL ASSISTANT, MR G.E. BELL, DURING THE PERIOD 3 TO 19 MARCH
1993. PARA 2.J. REF REFERS TO JTF-FA; NGUYEN KHAC TINH. THE FOLLOWING
REPORT PROVIDES THE  DETAILS OF THE INTERVIEW CONDUCTED WITH MR TINH.
THE INTERVIEW HAS MONITORED BY ASSIGNED COUNTERPART AND MINISTRY
OF NATIONAL DEFENSE (MND) REP, LTC PHAM TEO, AND MINISTRY OF THE
INTERIOR (MOI) REP, MR NGUYEN THE CONG, REPRESENTING THE HO CHI MINH
CITY PEOPLE'S COMMITTEE  WERE  THE  DEPUTY CHIEF OF CONSULAR  AFFAIRS
FOR SOUTHERN VIETNAM, MR BUI DAC TAM (TRAM), THE CITY MILITARY
COMMAND REP, LTC TRAN VAN TAN (TAAN), AND THE CITY PUBLIC SECURITY
REP, MAJ NGUYEN VAN HA (HAS).
    
- 3. MR NGUYEN KHAC TINH, A 73 YEAR OLD NATIVE OF QUANG BINH
AND FORMER DAC LAC PROVINCE PARTY SECRETARY, WAS
INTERVIEWED IN HO CHI MINH CITY ON 15 MARCH 1993. SOURCE
SAID HE MOVED TO THE BAN ME THUAT AREA OF DAC LAC SOMETIME
DURING 1945 TO FIGHT AGAINST THE FRENCH.  SOMETIME DURING
1955 SOURCE RETURNED TO NORTH VIETNAM FOR MEDICAL
TREATMENT OF AN UNSPECIFIED ILLNESS. SOURCE RE-INFILTRATED
THE DAC LAG AREA IN LATE 1960 OR EARLY 1961. SOURCE SERVED
AS THE PROVINCE PARTY SECRETARY AND WAS CONCURRENTLY A
MEMBER OF THE MILITARY REGION FIVE (MR-5) PARTY COMMITTEE
(KHU UY VIEN) UNTIL 1966 WHEN DAC LAC WAS PLACED UNDER THE
DIRECT CONTROL OF HANOI VIA THE  B-3 FRONT. IN 1966 SOURCE

MOVED TO THE BINH LONG-PHllOC LONG AREA WHERE HE WORKED AS
A COMMITTEE MEMBER OF MILITARY REGION SIX (MR-5), WHICH
WAS SUBORDINATE TO THE CENTRAL OFFICE FOR SOUTH VIETNAM
(COSVN), AKA "R". SOURCE HELD THAT POSITION UNTIL THE WAR
ENDED IN 1975. SOURCE IS CURRENTLY RETIRED AND  RESIDES AT
14 LE QUI DON STREET IN HO CHI MINH CITY,
    
3. SOURCE CLAIMED TO HAVE HAD NO DIRECT CONTACT WITH U.S. PERSONNEL
DURING THE WAR. SOURCE SAID THAT DURING, 1962, HE RECALLED HAVING
BEEN INFORMED CONCERNING AN INCIDENT INVOLVING THE CAPTURE OF
THREE FOREIGNERS FROM THE BUON EA ANA LEPROSARIUM. SOURCE
RECALLED THAT FROM THE DAC LAG LOCAL FORCES RAIDED THE COMPOUND,
CAPTURED ONE FEMALE DOCTOR, ONE MALE PREACHER, AND ONE MALE
MECHANIC WHO MAY HAVE BEEN OF FILIPINO ORIGIN. ACCORDING TO
SOURCE, THE THREE FOREIGNERS WERE CAPTURED FOR THE PURPOSE OF
OBTAINING INFORMATION CONCERNING THE ACTIVITIES OF THE NGO DINH
DIEM REGIME AND U.S. FORCES OPERATING IN THE DAC LAC AREA. THE
RAIDING PARTY ALSO CAPTURED ONE VEHICLE USED TO TRANSPORT THE
THREE FOREIGNERS FROM THE AREA. AFTER CAPTURING THE THREE
FOREIGNERS AT NIGHT AND LOADING THEM INTO THE VEHICLE, THE
RAIDING PARTY PROCEED SOUTH FROM THE LEPROSARIUM TO THE NORTH
BANK OF THE KRONG K'NO RIVER. THE RAIDING PARTY HID THE VEHICLE
AND THEN CROSSED THE RIVER SOUTHEAST OF QUANG PHU VILLAGE (ZU
2361) (NOTE: SHOWN AS BUON TSUKE ON U.S. MAPS) ENROUTE TO THE DAK PRI
AREA IN DAK NONG DISTRICT. SHORTLY AFTER CROSSING THE RIVER, THE GROUP
WAS ATTACKED BY FORCES OF THE "DIEM-NHU REGIME", AND AIRCRAFT WHICH
DROPPED SMALL BOMBS. THE ATTACK RESULTED IN SEVERAL COMMUNIST
SOLDIERS OF THE LOCAL FORCE UNIT KIA AND SEVERAL WOUNDED. THE THREE
FOREIGN PRISONERS WERE ALSO KILLED DURING THE ATTACK WHICH OCCURRED
ABOUT 0800 TO 0900, ONE OR TWO DAYS AFTER THE THREE WERE CAPTURED.
THE REMAINING MEMBERS OF THE RAIDING PARTY BURIED THE BODIES OF
THE THREE PRISONERS SOUTH OF THE KRONG K'NO RIVER. THE RAIDING PARTY
THEN WITHDREW TO OAK PRI.
    
4. SOURCE COULD NOT RECALL A UNIT DESIGNATION FOR THE
LOCAL FORCE UNIT DISPATCHING THE RAIDING PARTY. SOURCE
BELIEVES THERE HAS NO SUCH DESIGNATION BECAUSE THE UNIT
HAS FORMED SHORTLY BEFORE THE RAID OCCURRED. SOURCE COULD
NOT RECALL ANY WRITTEN RECORD BEING ESTABLISHED CONCERNING
THE INCIDENT, AND BELIEVES THERE WAS NO SUCH RECORD, DUE
TO WARTIME CONDITIONS. SOURCE BELIEVES IT WILL BE VERY
DIFFICULT TO LOCATE THE BURIAL SITES OF THE THREE

PRISONERS, DUE TO THE TIME LAPSE AND CHANGES IN THE
TERRAIN. SOURCE SUGGESTED THAT U.S. OFFICIALS ATTEMPT TO
LOCATE A "MR QUYET" (QUYEETS), WHO WAS ASSIGNED AS A CADRE
IN THE KRONG ANA AREA AT THE TIME OF THE INCIDENT. MR
QUYET IS BELIEVED TO BE CURRENTLY RESIDING IN BAN ME THUAT
CITY. SOURCE RECALLED THAT A CADRE CALLED "CU" (CUWS) WAS
ASSIGNED TO DAK PRI AT THE TIME OF THE INCIDENT. MR CU NOW
RESIDES IN BAN ME THUAT CITY. SOURCE OPINED THAT MR CU
SHOULD HAVE SOME KNOWLEDGE OF ANY FOREIGN PERSONNEL
CAPTURED AND LATER MOVED TO THE DAK PRI BASE AREA.
    
5. SOURCE CLAIMED TO HAVE NO KNOWLEDGE OF OTHER CAPTURE
INCIDENTS. SOURCE ALSO CLAIMED NO KNOWLEDGE OF CRASH SITES
OR GRAVE SITES. SOURCE CLAIMED NO KNOWLEDGE OF AMERICANS
REMAINING IN VIETNAM AFTER THE WAR. CONCERNING POSSIBLE
STAY-BEHINDS, SOURCE SUGGESTED THAT U.S. OFFICIALS CONTACT
MR QUYET (NOTE: MENTIONED ABOVE), AND A "MR CAN" (CAANF)
(SEE COMMENT 7C BELOW) IN BAN ME THUAT.  SOURCE SAID ANY
STAY-BEHINDS WOULD BE CONSIDERED A SECURITY MATTER, AND
  TH MR QUYET AND MR CAN WORKED FOR THE MILITARY
  OSELYTING COMMITTEE OF DAC LAC PROVINCE DURING THE WAR.
    
6. CONCERNING POTENTIAL WITNESSES FOR CASES IN OTHER
AREAS, SOURCE SUCGESTED THAT MG TAN (8) HIEN (HIEENF), THE
FORMER COMMANDER OF MILITARY RFGION SIX BE CONTACTED
CONCERNING CAPTURE INCIDENTS IN THAT AREA. SOURCE SAID MG
TAN HIEN BECAME THE PROVINCE PARTY SECRETARY OF THUAN HAI
PROVINCE WHEN THE WAR ENDED. MG TAM HIEN IS CURRENTLY
RESIDING IN PHAN THIET CITY. FOR MILITARY REGION SEVEN
CASES, SOURCE SUGGESTED THAT LTG NAM (5) NGA, THE FORMER
COMMANDER OF MILITARY REGION SEVEN, BE CONTACTED. SOURCE
SUGGESTED MR NGUYEN TRONG XUYEN, THE CURRENT DEPUTY
COMMANDER OF PAVN REAR SERVICES ALSO BE CONTACTED
CONCERNINC WARTIME INCIDENTS. WHEN ASKED CONCERNING CASE
1018 (OLSEN), SOURCE SAID HE HAS NO KNOWLEDGE OF THE
INCIDENT, BUT DOES RECALL THAT COMMO-LIAISON STATION T-8
IN CAMB0DIA AND ADJACENT TO THE B0BDER OF FORMER QUANG DUG
PROVINCE, WAS SUBORDINATE TO MR-6. CONCERNING ANY U.S.
PERSONNEL HELD AT COMMO-LIAISON STATION T-8, SOURCE
SUGGESTED U.S. OFFICIALS CONTACT MR TU (4) NGUYEN, THE
FORMER PROVINCE PARTY SECRETARY OF SONG BE PROVINCE AND
CONCURRENTLY A MEMBER OF THE MR-6 PARTY COMMITTEE. MR TU
   UYEN CURRENTLY WORKS AS THE DIRECTOR OF THE SONG BE
   BER ENTERPRISE.
    
7. COMMENTS:
    
A. SOURCE WAS COOPERATIVE, AND CONSIDERING HIS AGE
APPEARED TO HAVE AVERAGE RECALL. SOURCE INDICATED HE
DESIRES BETTER RELATIONS BETWEEN THE U.S. AND VIETNAM, AND
HE INTENDS TO MAKE A PERSONAL EFFORT IN CONVINCING THE
AUTHORITIES IN DAC LAC TO LOCATE THE REMAINS OF THE THREE
POWS KILLED AFTER BEING CAPTURED AT THE BUON EA ANA
LEPROSARIUM.
    
3. THE INFORMATION PROVIDED BY SOURCE CORRELATES TO CASE
0011 (VIETTI, GERBER, MITCHELL), WHICH IS A DISCREPANCY

CASE PREVIOUSLY INVESTIGATED IN DAC LAC. THE ACCOUNT OF
THE INCIDENT AT THE BUON EA ANA LEPROSARIUM PROVIDED BY
THIS SOURCE BEARS CERTAIN SIMILARITIES WITH THE ACCOUNTS
RELATED DURING THE PREVIOUS FIELD INVESTIGATIONS BY MR
BUON GIA QUI AND OTHERS. THE NOTICEABLE DIFFERENCE IS THAT
ACCORDING TO THIS SOURCE, THE THREE AMERICAN POWS WERE
TAKEN ACROSS THE KRONG K'NO RIVER, RATHER THAN BEING
KILLED BY THE RAIDING PARTY 500TO 500 METERS FROM THE
COMPOUND. SA CONTINUES TO HAVE DOUBTS CONCERNING BOTH
VERSIONS, BUT THE ACCOUNT PROVIDED BY THIS SOURCE MORE
CLOSELY CORRESPONDS TO SA'S OPINION THAT THE THREE WERE
CAPTURED FOR USE IN TREATING WOUNDED COMMUNIST TROOPS IN
THE WARTIME DAK PRI BASE AREA HOSPITAL. FORMER DEPUTY
VNOSMP DIRFCTOR, MR NG0 HOANG HAS ALREADY ESTABLISHED
A POSITION FOR UNILATERAL VNOSMP RECOVERY OF THE REMAINS,
THUS PREVENTING U.S. INVESTIGATORS FROM DETERMINING THE
ACTUAL BURIAL SITE, BY INDICATING THAT THE GIVES HAVE
BEEN ROBBED BY LOCALS, ASSISTED BY PERSONS UNKNOWN.
    
C. BASED ON INFORMATION OBTAINED DURING ORAL HISTORY
INTERVIEW'S WITH OTHER SOURCES IN QUANG NAM-DANANG, SA HAS
ESTABLISHED THAT THE FORMER ENEMY PROSELYTING CADRE AND
CURRENT PROVINCE PARTY SFCRETARY OF DAC LAC, MR CAN IS
    
UNCLAS  SECTION 03 OF 03  BANGKOK TH 19145

ACTUALLY MR TRINH XUAN CHI. MR CHI MAY HAVE USED AN
ADDITIONAL ALIAS OF "PHAM CHINH" WHILE WORKING IN THE MR-5
MILITARY PROSELYTING SECTION DURING THE WAR.
    
D. CONCERNING DETENTION SITES IN MR-6, SOURCE SAID HE
HAD HEARD OF BI DOUP CAVE, BUT HAD NO KNOWLEDGE OF ANY
AMERICANS WHO WERE DETAINED THERE.
