HUY)) (AKA: TAM HUY/8 HUY), AT THE PEOPLE'S COMMITTEE GUEST HOUSE
IN BEN TRE TOWN, VIETNAM. ALTHOUGH MR. HUY REFUSED TO DESCRIBE HIS
WAR TIME POSITION, SRCOL TRAN VAN BIEN OF THE VIETNAMESE OFFICE FOR
SEEKING MISSING PERSONS (VNOSMP) DESCRIBED MR. HUY AS THE FORMER ENEMY
PROSELYTING ASSISTANT TO THE COMMANDER OF PAVN B.2 FRONT'S U.S. POW
CAMP. THE INTERVIEW FOCUSED ON PAVN RECORDS CONCERNING AMERICANS WHO
BECAME MISSING IN PAVN'S B.2 FRONT AREA AND SEVERAL CAMBODIAN BORDER
CASES SCHEDULED FOR INVESTIGATION IN THE NEAR FUTURE. AT THE OUTSET,
MR. HUY NOTED U.S. OFFICERS (MR.[XXXX][XXXX]  AND CWO [XXXX][XXXX]
HAD QUESTIONED HIM EXTENSIVELY IN TWO PREVIOUS INTERVIEWS. HE
INDICATED HE AGREED TO A THIRD INTERVIEW ONLY AS A GESTURE OF PERSONAL
RESPECT TO SRCOL BIEN, THE VNOSMP'S SENIOR RESEARCH SPECIALIST; HOW-
EVER, HE WOULD NOT DISCUSS ISSUES OTHER THAN FOUR UNRESOLVED CASES
(1610, 0094, 1260, 1093). REGARDING CASE 1610, HE DESCRIBED HEARSAY
KNOWLEDGE THAT CAPTAIN [XXXX] AND WO1 [XXXX] DIED AND SAID HE HAD NO
KNOWLEDGE ABOUT THE FATE OF CAPTAIN RICHARDSON, SP4 PRICE, AND SP4
GRIFFIN. REGARDING CASE 0094, HE SAID HE WAS CERTAIN DEMMON WAS
NEVER HELD BY THE UNIT THAT ADMINISTERED B.2 FRONT'S U.S. POW CAMP.

WITH REGARD TO CASE 1260, HE DESCRIBED HIS KNOWLEDGE THAT A GUARD
KILLED FERGUSON WHEN HE TRIED TO ESCAPE. HE SAID GUARDS BURIED
FERGUSON NEAR THE CAMP. HE SAID THAT WHEN FERGUSON WAS KILLED
THE  CAMP WAS LOCATED IN NORTHWESTERN TAY NINH PROVINCE, VIETNAM.
WITH REGARD TO CASE 1093, HE HAD HEARSAY KNOWLEDGE THAT RAY DIED OF
MALARIA AND SPECULATED HE WAS BURIED IN VIETNAM, NEAR FERGUSON'S
GRAVE SITE. MR. HUY SAID HE HAD NO KNOWLEDGE CONCERNING ANY OF
MORE THAN TWO DOZEN OTHER CASES ADDRESSED DURING THE INTERVIEW.
SAID HE HAD NO SPECIFIC OR DIRECT KNOWLEDGE OF ANY U.S. GRAVES IN
CAMBODIA.
    
2. DETAILS OF INVESTIGATION:
    
A. THE U.S. MEMBER OF THE TEAM WAS MR. [XXXX][XXXX][XXXX]
(SENIOR RESEARCH SPECIALIST): THE VNOSMP MEMBER WAS PAVN SCOL TRAN
VAN BIEN ((TRAANF VAWN BIEENF)), ((SENIOR RESEARCH SPECIALIST FROM
THE SRV MINISTRY OF DEFENSE (MOD)). THE LOCAL AREA ESCORT WAS MR.
PHAM THE CUONG ((PHAM] THEES CUOWNGF)), A SPECIALIST ON THE STAFF
OF THE HO CHI MINH CITY (HCMC) PUBLIC SECURITY OFFICE.
    
B. THE INTERVIEW OF MR. HUY HAD TWO OBJECTIVES:
    
(1) ONE, TO EXPLORE MR. HUY'S KNOWLEDGE OF RECORDS CREATED BY
THE ENEMY PROSELYTING OFFICE ((PHONG DICH VAN--PDV)) OF THE POLITICAL
DEPARTMENT, HQ B.2 FRONT, THAT MIGHT HAVE BEEN PRESERVED AND MIGHT
YIELD CASUALTY RESOLUTION DATA. THE PDV WAS RESPONSIBLE FOR HANDLING
U.S. POWS CAPTURED IN THE B.2 FRONT; I.E., PAVN MILITARY REGIONS (MR)
6, 7, 8, AND 9, AND THE SAIGON-GIA DINH SPECIAL ZONE IN VIETNAM, AND
PAVN CONTROLLED AREAS OF EASTERN CAMBODIA.
    
(2) SECOND, WAS TO EXPLORE MR. HUY'S KNOWLEDGE OF 10 CAMBODIA
BORDER CASES SCHEDULED FOR JOINT INVESTIGATION IN THE NEAR FUTURE:
CASES 1610, 0094, 1260, 1093, 1398, 1410, 1431, 1588, 1707, 1712,
1718, 1787. THE INTERVIEWER QUESTIONED MR. HUY ABOUT SEVERAL
ADDITIONAL CASES, MANY OF WHICH INVOLVED AN UNACCOUNTED-FOR PERSON
WHO REPORTEDLY DIED AFTER BEING CAPTURED IN B.2 FRONT. THE
ADDITIONAL CASES INCLUDED 0021, 0024, 0049, 0050, 0086, 0180, 0373,
0479, 0513, 0577, 0776, 1097, 1215, 1277, 1318, 1321, 1375, 1531,
1575, 1617, AND 1626.
    
C. AT THE BEGINNING OF THE INTERVIEW, MR. HUY NOTED THIS WOULD
BE THE THIRD INTERVIEW HE HAD GIVEN TO U.S. OFFICERS. HE SAID U.S.
OFFICERS (MR. .[XXXX][XXXX] AND CWO [XXXX][XXXX] HAD QUESTIONED HIM
EXTENSIVELY IN TWO PREVIOUS INTERVIEWS. HE INDICATED HE AGREED TO
THIS THIRD INTERVIEW ONLY AS A GESTURE OF PERSONAL RESPECT TO SRCOL

(MR. HUY'S) BACKGROUND OR B.2 FRONT ORGANIZATION AND REPORTING AND
RECORDS KEEPING ACTIVITIES. MR. HUY SAID HE WOULD NOT DISCUSS ISSUES
OTHER THAN FOUR UNRESOLVED CASES (1610, 0094, 1260, 1093).
    
D. MR. HUY DEFLECTED MOST QUESTIONS ABOUT HIS BACKGROUND; HOW-
EVER, DURING THE GIVE AND TAKE OF THE INTERVIEW, HE DID PROVIDE
SOME INFORMATION ABOUT B.2 FRONT AND ITS POLICIES AND PRACTICES FOR
HANDLING U.S. POWS. HE SAID HE HAD FREQUENT DIRECT CONTACT WITH THE B.2
FRONT POW CAMP THROUGH LATE 1971; BUT HE SELDOM VISITED THE CAMP

AFTER LATE 1971. WHEN DISCUSSING THE CAMP, HE CONSISTENTLY REFERRED
TO IT AS POW CAMP "TB21"; HOWEVER, HE EXPLAINED THE DESIGNATION DID
NOT REFER TO A FIXED PHYSICAL FACILITY OR GEOGRAPHIC LOCATION.
RATHER, IT REFERRED TO THE UNIT RESPONSIBLE FOR HANDLING (HOUSING,
FOOD, CLOTHING, SECURITY, ETC.) U.S. POWS WHO HAD BEEN CAPTURED IN
B.2 FRONT. HE ALSO MENTIONED THAT B.2 FRONT HAD THREE UNITS THAT
OPERATED POW DETENTION CAMPS: "TB21", WHICH WAS RESPONSIBLE FOR U.S.
POWS; AND "TB20" AND "TB22", WHICH WERE RESPONSIBLE FOR POWS FROM
THE REPUBLIC OF VIETNAM ARMED FORCES.
    
(1) HE EXPLAINED THAT PAVN PERSONNEL HAD ADOPTED THE CONVENTION
OF REFERRING TO THE CAMP AS "CAMP TB21", AS A VERBAL SHORTHAND
FOR "THE POW CAMP ADMINISTERED BY UNIT TB21". HE SAID THE CAMP IT-
SELF DID NOT HAVE A NAME OR SEPARATE DESIGNATION. HE ALSO SAID IT
WAS NEVER A COMMON PRACTICE TO USE GEOGRAPHIC PLACE NAMES TO REFER TO
THE CAMP, BECAUSE UNIT "TB21" WAS FORCED TO FREQUENTLY MOVE THE
CAMP TO AVOID DETECTION BY U.S. AND ALLIED FORCES.
    
(2) HE NOTED THAT PAVN ENFORCED A POLICY THAT ALL COMMUNIST
FORCES IN B.2 FRONT--EXCEPT MR 9--WERE REQUIRED TO SEND ALL U.S. POWS
AS QUICKLY AS POSSIBLE TO HQ B.2 FRONT. MR. HUY SAID MR-9 WAS
EXEMPTED BECAUSE MR-9 NEVER HAD MORE THAN A RELATIVELY SMALL NUMBER
OF AMERICANS, AND BECAUSE IT WOULD HAVE BEEN TOO DIFFICULT TO
SECURELY MOVE A POW THE LONG DISTANCE FROM MR-9 TO B.2 FRONT
HEADQUARTERS THROUGH AREAS CONTROLLED BY THE REPUBLIC OF VIETNAM
GOVERNMENT (GVN). WITH THE EXCEPTION OF MR-9, MR. HUY SAID UNIT "TB21"
WAS THE ONLY UNIT IN B.2 FRONT THAT OPERATED A POW CAMP FOR U.S. POWS.
((FIELD COMMENT: MR-9 ENCOMPASSED THE CURRENT PROVINCES OF MINH HAI,
KIEN GIANG, AN GIANG, HAU GIANG, CUU LONG, AND THE SOUTHERN PORTION OF
DONG THAP; I.E., MR-9 ENCOMPASSED MOST OF THE AREA SOUTH OF THE
MEKONG RIVER IN SOUTHERN VIETNAM (SVN))).
    
(3) MR. HUY EXPLAINED THAT WHEN A U.S. POW FIRST ARRIVED AT
HQ B.2 FRONT, THE ENEMY PROSELYTING OFFICE OF B.2 FRONT KEPT THE NEW
POW ISOLATED FROM OTHER U.S. POWS FOR THE FIRST SEVERAL DAYS UNTIL
B.2 FRONT SPECIALISTS HAD COMPLETED THEIR INITIAL QUESTIONING OF THE
NEW POW. HE SPECULATED THIS PRACTICE, COUPLED WITH THE FACT THAT
UNIT "TB21" FREQUENTLY MOVED ITS CAMP, COULD HAVE GIVEN SOME U.S.
OBSERVERS THE IMPRESSION THAT B.2 FRONT OPERATED MORE THAN ONE
DETENTION CAMP FOR U.S. POWS.
    
(4) HE SAID UNIT "TB21" SPENT MUCH OF THE WAR IN NORTHEAST
TAY NINH PROVINCE, SVN. ALTHOUGH THE UNIT SPENT SOME TIME IN CAM-
BODIA, HE SAID IT NORMALLY REMAINED WITHIN ABOUT 30 KILOMETERS OF
THE BORDER BETWEEN CAMBODIA AND NORTHERN TAY NINH PROVINCE. HE
RECALLED ONE EXCEPTION; A BRIEF PERIOD IN ABOUT NOVEMBER 1972, WHEN
UNIT "TB21" MOVED ITS CAMP TO THE VICINITY OF KAMPONG CHAM
((VIC 1159N/10528E; WU5128)) CB.
    
F. CASE 1610 ([XXXX],[XXXX] ,[XXXX] , PRICE, GRIFFIN): MR.
HUY DESCRIBED HEARSAY KNOWLEDGE THAT CAPTAIN [XXXX] AND WO1
[XXXX] DIED AND SAID HE HAD NO KNOWLEDGE ABOUT THE FATE OF CAPTAIN
[XXXX] , SP4 PRICE, AND SP4 GRIFFIN.

 ABOUT LATE 1971. AT THAT TIME CAPTAIN [XXXX] APPEARED TO BE IN GOOD
 HEALTH AND GOOD SPIRITS. HE RECALLED CAPTAIN [XXXX] WAS A PLEASANT
 PERSON WHO RETAINED A POSITIVE ATTITUDE WHILE IMPRISONED. MR. HUY
 DID NOT PARTICIPATE DIRECTLY IN THE POW EXCHANGES IN EARLY 1973
 ((FIELD COMMENT: OPERATION HOMECOMING)). AT THE TIME OF OPERATION
 HOMECOMING, MR. HUY WAS UNAWARE THAT CAPTAIN [XXXX]  HAD DIED
 AND  ASSUMED CAPTAIN [XXXX] WAS ONE OF THE AMERICANS WHO WERE
 RELEASED.

 (A) MR. HUY SAID THAT SOME MONTHS AFTER OPERATION HOMECOMING HE
 HEARD THAT CAPTAIN [XXXX] HAD BECOME SICK AND DIED ON OR
 ABOUT 17 SEPTEMBER 1972. MR. HUY INSISTED HE CITED THIS DATE FROM
 MEMORY. HE INSISTED HE HAD NOT OBTAINED IT FROM PERSONAL OR
 OFFICIAL RECORDS OR FROM SOME OTHER PERSON IN PREPARATION FOR OUR
 INTERVIEW.
    
 (B) MR. HUY SPECULATED CAPTAIN [XXXX]  WOULD HAVE BEEN
 BURIED NEAR THE CURRENT LOCATION OF THE "TB21" CAMP. MR. HUY BE-
 LIEVED THAT AT THE TIME CAPTAIN [XXXX] DIED THE "TB21" POW CAMP WAS
 LOCATED ABOUT THREE KILOMETERS EAST/NORTHEAST OF PHUM SO CHLEM
 ((XU208294)); ABOUT ONE AND A HALF KILOMETERS NORTHEAST OF PHUM
 PHUU NO ((XU140306)); ABOUT SIX OR SEVEN KILOMETERS NORTH OF TUC TUM
 ((XU2023)); AND ABOUT TWO OR THREE KILOMETERS SOUTH OF PHUM KHPOP
 ((XU134330)). AFTER STUDYING TOPOGRAPHIC MAPS OF THE AREA IN QUES-
 TION, MR. HUY ESTIMATED THAT IN SEPTEMBER 1972 THE "TB21" POW CAMP
 WAS LOCATED IN THE GENERAL AREA BETWEEN COORDINATES XU159308 AND
 XU150313. MR. HUY BELIEVED CAPTAIN [XXXX] WOULD HAVE BEEN BURIED IN
 THIS GENERAL AREA. ((FIELD COMMENT: PLACE NAMES ARE PHONETIC
 REPRESENTATIONS OF MR. HUY'S PRONUNCIATION OF THE KHMER WORDS.
 COORDINATES DEVELOPED WITH MR. HUY'S ASSISTANCE, USING PAVN 1:100,000
 SCALE MAPS AND U.S. 1:50,000 SCALE TOPOGRAPHIC MAPS, SERIES L7016,
 SHEETS 6232IV AND 6233III)).
    
 (C) MR. HUY SAID HE HAD NOT SEEN CAPTAIN [XXXX] GRAVE.
 HE SAID HE COULD NOT BE OF ANY HELP IN TRYING TO FIND THE GRAVE. HE
 BELIEVED THE ONLY PERSONS WHO MIGHT BE ABLE TO FIND THE GRAVE WOULD
 BE MEMBERS OF THE CAMP GUARD FORCE, SINCE THEY WOULD HAVE BEEN THE
 PERSONS TASKED TO BURY ANY POW WHO DIED WHILE AT THE CAMP. HE
 SUGGESTED, THEREFORE, THAT THE U.S. SHOULD SEEK HELP FROM MEMBERS OF
 THE CAMP GUARD FORCE. HE SUGGESTED WE BEGIN WITH NGUYEN BAO-BINH
 ((NGUYEENX BAOR BINH)), WHO MR. HUY DESCRIBED AS THE COMMANDER OF
 UNIT "TB21". MR. HUY DID NOT IDENTIFY ANY OTHER MEMBERS OF UNIT
 "TB21". ((FIELD COMMENT: DURING 18-28 MARCH 1992 RESEARCH TRIP TO
 SVN MR. DESTATTE AND SRCOL BIEN DISCOVERED THAT NGUYEN BAO BINH
 DIED IN LATE 1991.))
    
 (2) WO1 [XXXX] : MR. HUY RECALLED THAT WO1 [XXXX] WAS NOT
 IN THE "TB21" CAMP WHEN HE DIED. HE SAID UNIT "TB21" HAD TRANSFERRED
 WO1 [XXXX] TO A MEDICAL UNIT FOR TREATMENT OF WOUNDS. HE SAID WO1
 [XXXX] WAS AT THE MEDICAL TREATMENT UNIT WHEN HE DIED. HE SAID HE
 DID NOT RECALL THE DESIGNATION OF THE MEDICAL UNIT. HE SAID NEITHER
 HE NOR THE FORMER MEMBERS OF UNIT "TB21" WOULD HAVE BEEN ABLE TO HELP
 FIND WO1 [XXXX] GRAVE. ((FIELD COMMENT: BRIGHT LIGHT DATA INDI-

 THAT WHEN THE CASE 1610 HELICOPTER LANDED, HE WAS CLOSE ENOUGH TO
 HEAR THE SOUNDS OF THE GUN BATTLE BETWEEN THE CREW AND PASSENGERS AND
 THE PAVN FORCE THAT TRIED TO CAPTURE THEM. MR. HUY DECLINED TO DIS-
 CUSS THE LOCATION, STATING HE WAS CONFIDENT WE MUST HAVE ALREADY
 OBTAINED PRECISE INFORMATION ABOUT THE LOCATION OF THE CRASH SITE
 FROM U.S. RECORDS AND THE SURVIVORS WHO WERE CAPTURED AND LATER
 RELEASED. HE SAID THE PAVN UNIT INVOLVED WAS NOT ASSOCIATED WITH
 UNIT "TB21". BASED ON THE AMOUNT AND TYPE OF GUNFIRE HE HEARD, HE
 ASSUMED THE PAVN UNIT WAS SMALL; PERHAPS A GUERRILLA UNIT, BUT
 DEFINITELY NOT A MAIN FORCE COMBAT UNIT. HE SAID HE WAS CERTAIN THAT
 NONE OF THESE THREE PERSONS [XXXX], PRICE, GRIFFIN) ARRIVED AT THE
 UNIT "TB21" POW CAMP. HE ASSUMED, THEREFORE, THEY MUST HAVE BEEN
 KILLED DURING THE FIRE FIGHT NEAR THE DOWNED HELICOPTER OR DIED
 BEFORE REACHING THE UNIT "TB21" POW CAMP. HE DID NOT KNOW WHETHER
 THE BODIES WERE BURIED; HOWEVER, IF THEY WERE, HE ASSUMED THEY WOULD
 HAVE BEEN BURIED NEAR THE SITE WHERE THEY DIED. HE SUGGESTED WE WOULD
 HAVE TO DETERMINE WHAT PAVN UNIT WAS INVOLVED IN THE INCIDENT AND LOCATE
 WITNESSES FROM THAT UNIT IF WE WANTED SPECIFIC DETAILS CONCERNING THE FATE
 OF CAPTAIN [XXXX] , SP4 PRICE, AND SP4 GRIFFIN.
    
 G. CASE 0094 (DEMMON): MR. HUY SAID HE WAS CERTAIN THAT NO U.S.
 POW NAMED DEMMON EVER ARRIVED AT HQ B.2 FRONT. THE INTERVIEWER GAVE
 MR. HUY A THUMBNAIL DESCRIPTION OF THE CASE 0094 INCIDENT AND ASKED
 HIM TO COMMENT ON THE NORMAL PROCEDURES FOR EVACUATION AND DETENTION
 OF AMERICANS CAPTURED IN THE COASTAL AREA OF EASTERN CUU LONG
 PROVINCE ((FORMERLY COMMUNIST TRA VINH AND GVN VINH BINH  PROVINCE)).
 ((FIELD COMMENT: THE LAST KNOWN LOCATION RECORDED IN BRIGHT LIGHT
 (VIC 093514N/1062201E) AND THE LOCATION OBTAINED DURING JOINT IN-
 VESTIGATIONS OF THIS INCIDENT (VIC 093730N/1063320E) SUGGEST THE AIR-
 CRAFT WENT DOWN NEAR THE SEA COAST IN EASTERN C W LONG PROVINCE.))
    
 (1) MR. HUY NOTED THAT DURING THE WAR C W LONG PROVINCE WAS
 PART OF MILITARY REGION NINE (MR 9). MILITARY REGION 9, IN TURN WAS
 SUBORDINATE TO B.2 FRONT. HE REITERATED THAT PAVN POLICY, AS IT
 APPLIED TO PAVN FORCES IN B.2 FRONT, DICTATED THAT ALL UNITS--EXCEPT
 MR 9--MUST MOVE U.S. POWS AS QUICKLY AS POSSIBLE TO HEADQUARTERS B.2
 FRONT. HE EXPLAINED THAT MR 9 DID NOT EVACUATE ANY POWS TO B.2 FRONT
 BECAUSE COMMUNIST FORCES DID NOT HAVE THE MEANS TO SECURELY TRANSPORT
 A POW THE LONG DISTANCE THROUGH THE GVN CONTROLLED AREA BETWEEN MR 9
 AND HQ B.2 FRONT. FOR THAT REASON, HE EXPLAINED, ALL U.S. POWS CAP-

 THAT COULD SUGGEST THE TWO CREW MEMBERS INVOLVED IN CASE 0094
 HAD EVER BEEN HELD AS POWS IN MR 9. HE STATED THAT, IN HIS JUDGE-
 MENT, THE TWO CREWMEN EITHER DIED IN THE INCIDENT OR DIED BEFORE
 THEY COULD BE TAKEN TO MR 9'S POW CAMP. IF THESE TWO MEN WERE CAPTURED
 IT WOULD HAVE BEEN AN EXCEPTION TO POLICY TO MOVE THESE TO B.2 FRONT.
 IF THEY HAD BEEN MOVED TO B.2 FRONT HE WOULD HAVE KNOWN ABOUT IT,
 BUT HE NEVER HEARD ABOUT THESE TWO MEN. HE SAID HE IS CONFIDENT THEY

H. CASE 1260 (FERGUSON): MR. HUY RECALLED THAT A MEMBER OF THE
GUARD PLATOON FOR UNIT "TB21" SHOT AND KILLED SSG FERGUSON IN ABOUT
JULY 1970, WHEN SSG FERGUSON TRIED TO ESCAPE. MR. HUY SAID WHEN SSG
FERGUSON WAS KILLED, THE UNIT "TB21" U.S. POW CAMP WAS LOCATED IN
SVN. MR. HUY DESCRIBED THE CIRCUMSTANCES AND LOCATION AS FOLLOWS:
    
(1) U.S. HELICOPTERS INSERTED A COMMANDO TEAM INTO A LOCATION
ABOUT THREE KILOMETERS FROM THE "TB21" U.S. POW CAMP. THE U.S. POWS
AND CAMP CADRE COULD SEE AND HEAR THE INSERTION OF THE COMMANDO TEAM.
SHORTLY AFTER THE COMMANDOS LANDED, SSG FERGUSON REQUESTED
PERMISSION TO GO TO THE REST ROOM. AFTER THE GUARDS GAVE HIM
PERMISSION TO GO, SSG FERGUSON TRIED TO FLEE IN THE DIRECTION OF THE
COMMANDO FORCE. ONE OF THE GUARDS CALLED FOR SSG FERGUSON TO STOP;
HOWEVER, HE CONTINUED TO RUN AND THE GUARD SHOT HIM.
    
(2) MR. HUY CITED TWO FACTORS THAT, IN HIS JUDGEMENT, CONTRI-
BUTED TO THE DEATH OF SSG FERGUSON. FIRST, THE CAMP GUARD FORCE
DID  NOT LIKE SSG FERGUSON. MR. HUY SAID SSG FERGUSON HAD A
REPUTATION FOR BEING "STUBBORN"; I.E., HE CONSTANTLY CHALLENGED CAMP
RULES AND WAS HOSTILE TOWARD PERSONNEL OF UNIT "TB21" AND CADRE FOR
B.2 FRONT. SECOND, FROM MAY THROUGH JULY 1970, PERSONNEL OF UNIT "TB21"
HAD BEEN UNDER CONSTANT PRESSURE FROM U.S. AIR AND GROUND FORCES
OPERATING IN CAMBODIA AND HAD BECOME VERY TENSE. FOR EXAMPLE,
THE GUARD WHO SHOT SSG FERGUSON AND THE COMMANDER OF UNIT "TB21"
HAD BEEN WOUNDED DURING THIS PERIOD. IN FACT, THE UNIT COMMANDER
WAS ABSENT FROM THE CAMP RECOVERING FROM WOUNDS WHEN SSG
FERGUSON WAS KILLED.
    
(3) MR. HUY SAID MEMBERS OF THE GUARD PLATOON FOR UNIT "TB21"
BURIED SSG FERGUSON NEAR THE THEN CURRENT LOCATION OF THE CAMP.
MR. HUY SAID HE VISITED UNIT "TB21" FREQUENTLY DURING THIS PERIOD. AT
THE TIME SSG FERGUSON WAS KILLED THE CAMP WAS LOCATED ABOUT 400
METERS FROM SUOI CHOR ((CHOR STREAM)), IN VIETNAM, ABOUT ONE AND A
HALF KILOMETERS SOUTH OF THE CAMBODIAN BORDER. AFTER STUDYING
THE MAPS DESCRIBED IN PARA F2(B), ABOVE, MR. HUY ESTIMATED UNIT "TB21"
WAS LOCATED VIC XU126001 AT THE TIME SSG FERGUSON WAS KILLED.
    
I. CASE 1093 (PFC JAMES M. RAY): MR. HUY SAID HE WAS CERTAIN
THAT PFC RAY DIED WHILE IN THE UNIT "TB21" POW CAMP. HE DID NOT
EXPLAIN THE BASIS FOR HIS CERTAINTY. MR. HUY RECALLED THAT PFC RAY
DIED OF MALARIA. HE ESTIMATED THAT PFC RAY DIED NEAR THE END OF
1969 OR EARLY 1970.
    
(1) MR. HUY SAID HE DID NOT VISIT THE UNIT "TB21" POW CAMP
WHILE IT WAS LOCATED AT THE SITE WHERE PFC RAY DIED. HE DID NOT
KNOW THE PRECISE LOCATION OF THE CAMP AT THAT TIME; HOWEVER, HE
SPECULATED THAT IT WAS NEAR SOUI CHOR STREAM AND NOT MORE THAN FOUR
OR FIVE KILOMETERS NORTH FROM THE LOCATION AT WHICH SSG FERGUSON
WAS KILLED AND BURIED ((FIELD COMMENT: SEE PARA 3H(3), ABOVE)). MR.
HUY WAS NOT CERTAIN WHETHER THE SITE WAS IN TAY NINH PROVINCE, SVN,
OR IN CAMBODIA.
    
(2) MR. HUY SAID THE CAMP GUARDS SOMETIMES REFERRED TO PFC
 RAY BY THE VIETNAMESE NICKNAMES OF "THANG BA" AND "THANG RA".
    
(3) MR. HUY RECOMMENDED WE CONTACT THE THEN CAMP COMMANDER,
NGUYEN BAO BINH ((NGUYEENX BAOR BINH)), AND REQUEST HIM TO HELP THE
