PRIORITY CASE INVESTIGATION TEAM (PCIT) INTERVIEWED PHAM
THANH LE. A 50 YEAR OLD THU DAU MOT RESIDENT, MR. LE IS A
FORMER SPECIAL OPERATIONS OFFICER. THE TEAM MET AT THE SONG
BE PROVINCE PEOPLE'S COMMITTEE HEADQUARTERS TO INTERVIEW MR.
LE, LISTED IN REFERENCE AS A POTENTIAL SOURCE OF INFORMATION
CONCERNING U.S. PERSONNEL MISSING IN ACTION (MIA) IN
VIETNAM. THE U.S. CONTINGENT CONSISTED OF MSGT
[XXXX][XXXX][XXXX],PCIT TEAM LEADER; AND MR.
[XXXX][XXXX][XXXX], DIA ANALYST/LINGUIST. THE VIETNAMESE
CENTRAL GOVERNMENT CONTINGENT CONSISTED OF LTC PHAM TEO,
MINISTRY OF DEFENSE; AND NGUYEN DUY THAN, MINISTRY OF
INTERIOR. MR. LE HAD NOT BEEN INTERVIEWED BY A JOINT TEAM
BEFORE.

2 SUMMARY. THE SOURCE, MR PHAM THANH LE, PROVIDED
INFORMATION CONCERNING AN AMERICAN PRISONER OF WAR (PW)
CAPTURED IN PHUOC

LONG. CURRENTLY SONG BE. PROVINCE DURING 1968. HE SAID THIS
AMERICAN PW DIED OF MALARIA WHILE IN CAPTIVITY LATER THE SAME
YEAR. THIS INFORMATION PROBABLY CORRELATES TO CASE 1131-1-01. AN
UNRESOLVED CASE. MR. LE PROVIDED NOTHING THAT WILL, IN ITSELF,
LEAD TO THE IMMEDIATE RESOLUTION OF ANY EXISTING U.S. PW/MIA
CASE. MR. LE DOES NOT KNOW OF ANY RECORDS CONCERNING AMERICAN
PW'S. HE NAMED OTHER INDIVIDUALS WHO MAY PROVIDE FURTHER LEADS
IN THE SEARCH FOR U.S. PERSONNEL MIA IN SOUTHEAST ASIA. MR. LE
SAID THAT HE HAS NO KNOWLEDGE OF U.S. PERSONNEL, LIVING FREELY OR
AGAINST THEIR WILL, IN VIETNAM SINCE l973.

3. DETAILS.

A. AFTER FORMAL INTRODUCTIONS, PHAM TEO, THE VIETNAMESE PCIT
LEADER, EXPLAINED THE JOINT TEAM'S MISSION AND MSGT [XXXX]. INVITED
MR. PHAM THANH LE (PHAMJ THANHF LEE) TO SHARE ANY INFORMATION HE
HAS REGARDING U.S. PW'S AND MIA'S.

B. MR. LE BEGAN BY SAYING THAT BEFORE l967 HE WAS A MEMBER OF A
PHUOC LONG PROVINCE ARTILLERY COMPANY NEAR BU GIA VILLAGE
(UNLOCATED). IN EARLY l968 HE TRANSFERRED TO SPECIAL OPERATIONS
COMPANY C15. AS A MEMBER OF C15, IN FEBRUARY OF l968. HE
PARTICIPATED IN AN ATTACK ON BA GIA MOUNTAIN (UNLOCATED). MR. LE
DESCRIBED C15 AS A MOBILE SpECIAL OPERATIONS COMPANY OPERATING
THROUGHOUT PHUOC LONG PROVINCE. DURING THE BATTLE. HE WAS WOUNDED
IN THE LEG AND SUBSEQUENTLY FORCED TO RETURN TO HIS OLD ARTILLERY
UNIT.

C. AFTER RETURNING TO HIS ARTILLERY UNIT IN APRIL 1968, MR. LE
RECALLED THAT HE AND TWO OTHER CADRE FROM HIS UNIT. MR. BA (BAS)
AND MR. TOI (TOWIS), WERE-INSTRUCTED TO PROVIDE GUARD FOR TWO
COMMO-LIAISON CADRE WHO WERE ESCORTING A RECENTLY CAPTURED AMERICAN
PW. THE TEAM ESCORTED THE PW FROM A COMMO-LIAISON UNIT (BINH DOANF
GIAO LIKEN) IN MILITARY REGION 10 NEAR BU NHO (XU7913), CURRENTLY
DUC LIEU VILLAGE, TO GROUP 86 NEAR DUC BON (YT2597). GROUP 86 WAS
LOCATED APPROXIMATELY ONE DAY'S WALK'FROM LE'S UNIT. MR. LE
DESCRIBED THE AMERICAN PW AS A CAUCASIAN A-37 PILOT, OF MEDIUM
BUILD, TALL, WITH BROWN HAIR. MR. LE ALSO RECALLED THAT DURING THE
TRIP THE AMERICAN WAS UNINJURED AND WAS DRESSED IN CIVILIAN
CLOTHING (NFI). MR. LE COULD NOT RECALL THE NAMES OF THE
COMMO-LIAISON CADRE WHO WERE PART OF THE GROUP, OR THE NAMES OF THE
CADRE WHO TOOK CONTROL OF THE PW AFTER REACHING GROUP 86, BUT DID
RECALL THAT MR. TOI AND MR. BA ARE NOW DECEASED. MR. LE DID NOT
INQUIRE ABOUT THE CIRCUMSTANCES OF THE AMERICAN'S CAPTURE, SO
CLAIMED NO KNOWLEDGE OF SUCH. HOWEVER, HE DID RECALL HEARING THAT
THE AMERICAN WAS SHOT DOWN NEAR BU NHO. HE COULD NOT RECALL IF THE
AMERICAN PW WAS CARRYING ANY PERSONAL ITEMS DURING THIS MOVEMENT.

D. DURING LATE l968 OR EARLY 1969, IT BECAME APPARENT THAT
BECAUSE OF THE LEG WOUND SUFFERED DURING THE ATTACK ON BU GIA
MOUNTAIN, MR. LE COULD NOT PERFORM HIS DUTIES PROPERLY. HE
TRANSFERRED TO A PROVINCIAL MEDICAL UNIT NEAR DUC BON. WHILE

WORKING AS AN ACCOUNTANT AT THE MEDICAL UNIT DURING LATE l969 OR
EARLY 1970. MR. LE RECALLED HEARING OF THE AMERICAN'S DEATH. MR. LE
SAID HE HEARD THE AMERICAN PW DIED OF MALARIA. BUT COULD RECALL NO
OTHER CIRCUMSTANCES OF THE DEATH. HE CLAIMED HE WAS NOT AWARE OF
ANY OTHER CIRCUMSTANCES INVOLVING U.S. PW'S. HE  ALSO CLAIMED TO BE
UNAWARE OF ANY MEDICAL RECORDS CONCERNING  AMERICAN PW'S.

E. IN RESPONSE TO DIRECT QUESTIONING, MR. LE CLAIMED NO
KNOWLEDGE OF ANY AMERICAN PW'S BEING HELD IN VIETNAM SINCE 1973.

F. IN RESPONSE TO DIRECT QUESTIONING, MR. LE CLAIMED NO
KNOWLEDGE OF ANY AMERICAN "STAY-BEHINDS" LIVING IN VIETNAM SINCE
1973.

G. WITH NO FURTHER QUESTIONS FOR MR. LE, THE JOINT TEAM
AGREED TO CONCLUDE THE INTERVIEW.

4. CORRELATIONS TO EXISTING PW/MIA CASE. THE INFORMATION
PROVIDED BY MR. LE PROBABLY CORRELATES TO CASE 1131-01-1. AN
UNRESOLVED CASE, BASED ON THE TIME AND GENERAL LOCATION OF
CAPTURE, TYPE OF AIRCRAFT INVOLVED. AND GENERAL DESCRIPTION OF
THE MISSING INDIVIDUAL IN CASE 1131-01-1.

5. POTENTIAL LEADS. MR. LE NAMED SEVERAL INDIVIDUALS WHO WORKED AT
THE PROVINCIAL MEDICAL UNIT WHERE HE HEARD OF THE AMERICAN
PW'S DEATH.

A. UT LINH -(UTS LINH), A MEDICAL CADRE ASSIGNED TO THE
PROVINCIAL MEDICAL UNIT. MR. LE DID NOT KNOW WHERE MR. UT LINH IS
CURRENTLY LIVING.

B. MAI (MAI). AN ETHIC S'TIENG, CURRENTLY MR. LE'S NEIGHBOR,
WAS ASSIGNED TO THE MEDICAL UNIT.

C. NGUYEN THI YEN (NGUYEENX THIJ YEEN), ALSO NAMED BY MR. LE
AS HAVING WORKED AT THE MEDICAL UNIT.

D. DR. BUI HUY LIEU (BUIF HUY LIEEUJ), ALSO NAMED BY MR. LE AS
HAVING WORKED AT THE MEDICAL UNIT. MR. LE DID NOT KNOW MR. LIEU'S
CURRENT WHEREABOUTS. (DR. BUI HUY LIEU WAS INTERVIEWED AT JTF-FA

TOWN SAID MR. LE.

F. DR. BICH (BICHS), WHO WAS IN CHARGE OF THE DISPENSARY AND
IS. ACCORDING TO MR. LE. CURRENTLY LIVING IN THE NORTH.

G. DR. THUYET (THUYEETS), WHO WAS THE DOCTQR IN CHARGE OF

GIVING PHYSICALS TO NGHE AN PROVINCE CADRE. MR. LE SAID HE
CURRENTLY LIVES IN NGHE PROVINCE.

H. MR. LUAT (LUAATJ) WAS DR. THUYET'S BODYGUARD AND WORKED IN
THE UNIT'S DISPENSARY. ACCORDING TO MR. LE, MR. LUAT IS CURRENTLY
THE DONG PHU DISTRICT, SONG BE PROVINCE. SECRETARY.

I. MR. TOI AND MR. BA, BOTH MEMBERS OF UNIT C15 AND ESCORTS
FOR THE AMERICAN PW ARE DECEASED, ACCORDING TO MR. LE.

6. MATERIAL EVIDENCE: NONE. THIS SOURCE BROUGHT NO RECORDS.
NOTEBOOKS, DIARIES, OR ANY MATERIAL EVIDENCE ASSOCIATED WITH

A. THE MEMBERS OF THE JOINT TEAM CONFERRED ON THE QUESTIONS
TO BE ASKED DURING THIS INTERVIEW. TEAM MEMBERS AGREED THAT THE
NEED TO RE-INTERVIEW THIS SUBJECT WOULD DEPEND ON WHETHER FURTHER
QUESTIONS FOR MR. LE ARISE DURING THE COURSE OF THE ORAL HISTORY
INTERVIEW TEAM'S FUTURE WORK.
