1. REF WAS THE SUMMARY REPORT OF ACTIVITIES CONDUCTED
IN VIETNAM BY JTF-FA SPECIAL ASSISTANT, MR G.E. BELL,
DURING THE PERIOD 3 TO 19 MARCH 1993. PARA 2B OF REF REFERS
TO SR COL BUI THANH NOON. THE FOLLOWING REPORT PROVIDES
THE DETAILED RESULTS OF THE INTERVIEW CONDUCTED WITH
SR COL NGON, THE INTERVIEW WAS MONITORED BY ASSIGNED
COUNTERPART AND MINISTRY OF NATIONAL DEFENSE (MND)
REP, LTC PHAM TEO, AND MINISTRY OF THE INTERIOR (MOI )
REP, MR NGUYEN THE CONG. REPRESENTING THE CAN TWO
PROVINCE PEOPLE'S COMMITTEE WERE EXTERNAL AFFAIRS
CHIEF, MR DAO TRONG VAN, DEPUTY DIRECTOR OF PUBLIC
SECURITY MR NGUYEN  NGOC NHU AND MIA SPECIALISTS MSSRS
HUYNH THI, NGUYEN TRANH SON, RUYNN CHIEN, AND MR LE HAI.

2. SR COL BUI THANH NOON, A 65 YEAR OLD NATIVE OF CAN THO,
WAS INTERVIEWED IN CAN THO CITY ON 6 MAR 93. SOURCE SAID
HE REGROUPED FROM SOUTH VIETNAM TO THE NORTH IN 1954
WHEN THE COUNTRY WAS DIVIDED AS A RESULT OF THE GENEVA
AGREEMENTS. AFTER ARRIVING IN HANOI, SOURCE WAS SELECTED
FOR ASSIGNMENT IN THE ENEMY PROSELYTING DEPARTMENT,
GENERAL POLITICAL DIRECTORATE. SHORTYLY AFTER THE NATIONAL
LIBERATION FRONT WAS ESTABLISHED, SOURCE RETURNED TO THE
SOUTH WHERE HE WAS ASSIGNED AS CHIEF OF THE ENEMY
PROSELYTING OFFICE, HQ, SOUTH VIETNAM LIBERATION ARMED
FORCES (SVNLAF), AKA B-2. SOURCE HELD THAT POSITION UNTIL
JUST PRIOR TO THE TET GENERAL OFFENSIVE WHEN HE RETURNED

TO NORTHERN VIETNAM. SOURCE REMAINED IN HANOI UNTIL
AFTER THE COMMUNIST TAKEOVER OF THE SOUTH IN 1975.
SOURCE IS CURRENTLY ASSIGNED AS THE INSPECTOR GENERAL
FOR MILITARY REGION NINE, WHICH IS HEADQUARTED IN CAN
THO.

3. ACCORDING TO SOURCE, HE DID NOT RAVE DIRECT CONTACT
WITH U.S. POW'S DURING. HIS WARTIME ASSIGNMENT IN THE
SOUTH, DUE TO HIS  HIGH POSITION AND THE FACT THAT HE
SERVED IN THE FORWARD HQ OF THE SVNLAF, SOURCE SAID ONLY
THOSE SERVING AT THE REAR HQ WOULD HAVE HAD AN
OPPORTUNITY TO MEET WITH U.S. PERSONNEL. SOURCE SERVED
IN AN ADMINISTRATIVE CAPACITY SUBSEQUENT TO HIS
RETURN TO THE NORTH, WHERE HE ASSISTED THE PROVISIONAL
REVOLUTIONARY G0VERNMENT IN ESTABLISHING THE
PROCEDURES FOR THE RELEASE OF U.S. POW'S DURING THE
FEBRUARY-MARCH 1973 RELEASE.

4. SOURCE RECALLED THAT SOME CADRE WHO WOULD
ORDINARILY BE ABLE TO PROVIDE SPECIFIC INFORMATION
CONCERNING U.S. PERSONNEL ARE DECEASED. MR LE HOA, AN
ENGLISH LANGUAGE INTERPRETER WHO WAS IN FREQUENT
CONTACT WITH U.S. POW'S DIED OF ILLNESS AFTER RETURNING TO
HANOI. SOURCE SAID HE HEARD THAT LE HOA HAS A NIECE WHO
IS CURRENTLY ASSIGNED TO THE SRV REPRESENTATIVE OFFICE IN
THE UNITED NATIONS MISSION IN NEW YORK. SOURCE RECALLED
THAT ANOTHER ENGLISH LANGUAGE INTERPRETER ASSIGNED TO
THE WARTIME ENEMY PROSELYTING WHO DIED DURING THE WAR
WAS  MR HUE (HUEEJ). SOURCE SAID HE DID NOT KNOW IF THE
FORMER ENEMY PROSELYTING CHIEF, SR COL PHAM (5) LUC, AKA
NAM (6) LUC, HAD CONTACT WITH AMERICAN POW'S DURING THE
WAR, BUT HE WAS KILLED BY A B-52 STRIKE.

5. SOURCE WAS ABLE TO PROVIDE THE FOLLOWING NAMES OF
CADRE HE BELIEVES MIGHT BE ABLE TO PROVIDE INFORMATION OF
POW/MIA INTEREST:

A. LE CA, AKA BAY (7) CA, THE CHIEF OF THE BEN TRE PEOPLE'S
INSPECTORATE. (NOTE: LE CA WAS LOCATED, AND INTERVIEWED.
THE RESULTS WILL BE REPORTED SEPARATELY).

B. VO  DAU (ZAAUR), AKA BAT (7) DAU, CURRENTLY RETIRED IN
HO CHI MINH CITY. (NOTE: VO DAU WAS LOCATED AND
INTERVIEWED. THE RESULTS WILL BE REPORTED SEPARATELY).

C. PHI LONG, AKA SAU (6) PHI LONG, CURRENTLY THE CHIEF
OF TAN BINH DISTRICT, HO CHI MINH CITY. (NOTE: PHI LONG

WAS LOCATED AND INTERVIEWED THE RESULTS WILL BE

D. NGUYEN VAN KIEP (KIEEPJ) FORMERLY ASSIGNED TO THE
INVESTIGATION DEPARTMENT OF MILITARY REGION SEVEN,

CURRENTLY A MAJOR GENERAL ASSIGNED AS THE DEPUTY
CHIEF OF THE CENTRAL INSPECTORATE FOR SOUTHERN
VIETNAM (PHO VIEM TRUONG, VIEM KIEM SAT TRUNG UONG
PHU TRACH VE PHIA NAM).

6. COMMENTS: SOURCE PROVIDED HIS LIMITED INFORMATION IN A
STRAIGHT FORWARD MANNER, BUT WAS EVASIVE CONCERNING THE
WARTIME ORGANIZATION OF THE ENEMY PROSELYTING
OFFICE, POLITICAL DEPARTMENT, HQ SVNLAF AND IT'S
SUBORDINATE CAMP SYSTEM. THIS MAY BE PARTIALLY DUE
TO SOURCE'S RESERVED NATURE, ESPECIALLY CONSIDERING
THE VERY LIMITED TIME SA WAS ABLE TO SPEND WITH HIM.

B. UPON ENTERING THE INTERVIEW SITE, SA IMMEDIATELY

RECOGNIZED SOURCE AS SR COL BUI IAN THANH , THE DEPUTY
HEAD OF THE PROVISIONAL REVOLUTIONARY GOVERNMENT
(PRO) DELEGATION WHO WORKED WITH SA DURING
OPERATION HOMECOMING IN FEBRUARY AND MARCH 1973.
SA INQUIRED CONCERNING THE CURRENT WHEREABOUTS OF
MR LE VAN , WHO SERVED AS THE INTERPRETER FOR THE
PRG  DELEGATION AND LATER APPEARED IN CAMP DAVIS AS
A LIAISON OFFICER FOR THE DEMOCRATIC
REPUBLIC OF VIETNAM (DRV) DELEGATION TO THE FOUR
PARTY JOINT MILITARY TEAM (FPJMT), AS SR LT LE
VAN LONG. SOURCE WAS NOT ABLE TO PROVIDE ANY
INFORMATION IN THIS REGARD.

(NOTE: FORMER US POW'S RATE DESCRIBED A WARTIME
CADRE CONDUCTING STRENUOUS INTERROGATIONS WHOSE
PHYSICAL  DESCRIPTION BEARS CONSIDERABLE
SIMILARITIES WITH MR LE) VAN, AKA SR LT LE VAN
LONG).

C. COOPERATION OF TEE LOCAL OFFICIALS IN CAN THO WAS
EXCELLENT. THEY EXPRESSED A DESIRE TO ASSIST THE USG
IN INVESTIGATING ANY REMAINING CASES IN THEIR AREA
AS SOON AS POSSIBLE. THEY INDICATED THEY ARE KEENLY
INTERESTED IN DOING BUSINESS WITH US COMPANIES AND
BELIEVE CAN THO WILL BE THE ECONOMIC CENTER OF THE
MEKONG DELTA AREA OF VIETNAM. THEY SAID SEVERAL
PROVINCES IN THE SOUTH ARE ALREADY DOING BUSINESS WITH
OVERSEAS VIETNAMESE IN THE U.S., BUT UNFORTUNATELY
SUCH BUSINESS IS CUMBERSOME BECAUSE IT REQUIRES
TRAVELING A CIRCUITOUS ROUTE DUE TO THE ECONOMIC
EMBARGO.

LAC PROVINCE AND MILITARY REGIONS SIX AND SEVEN DURING THE
WAR.  SOURCE ALSO PROVIDED THE NAME AND ADDRESS OF A WARTIME
CADRE WHO HE, BELIEVES CAN PROVIDE ASSISTANCE IN LOCATING,
COMMO-LIAISON STATION T-8 OF MR6 IN CAMBODIA, WHERE REFNO 1018
(OLSEN, BETTY ANN) WAS REPORTEDLY BURIED. (NOTE: A TRI-LATERAL
TECHNICAL MEETING TALKING POINT REGARDING CASE 1018 WILL BE
FORWARDED SEPARATELY).

3. INTERVIEWS REGARDING PRIVATE CITIZENS REPORTEDLY IN
POSSESSION OF US REMAINS:

- A. IN CONJUNCTION WITH DET 2 REP, SSGT NEWELL, SA INTERVIEWED SIX
PRIVATE CITIZENS REPORTEDLY IN POSSESSION OF US REMAINS. ALL
PERSONNEL INTERVIEWED EITHER CLAIMED NO KNOWLEDGE OF US
REMAINS, OR THAT THEY WERE MERELY ACTING AS INTERMEDIARIES FOR
OTHERS WHO ACTUALLY HAVE POSSESSION OF THE REMAINS. AT LEAST
ONE OF THE WITNESSES DID PROVIDE THE NAME AND ADDRESS OF A HUE
RESIDENT WHO IS REPORTEDLY SEEPING REMAINS ASSOCIATED WITH AN
UNRESOLVED CASE IN THEIR HOME. (NOTE: A TECHNICAL MEETING
TALKING POINT REGARDING THIS CASE (REFNO 1146) WILL BE  FORWARDED
SEPARATELY).

- B. THE HO CHI MINH CITY TASK TEAM INTRODUCED TWO YOUNG  MEN,
INCLUDING ONE WHO CLAIMED TO HAVE SERVED AS A PAVN SOLDIER IN
CAMBODIA, WHO PROVIDED HEARSAY INFORMATION CONCERNING 1
GROUND INCIDENT, WHICH OCCURRED IN THE AN LAO VALLEY (NOTE:
FORMER PAVN 3RD DIV AKA YELLOW STAR OPERATIONAL AREA) IN
NORTHERN BINH DINH PROVINCE DURING 1967. THIS INFORMATION WAS
OBTAINED FROM A RETIRED PAVN SOLDIER NOV RESIDING IN NINH BINH.
THE INFORMATION PROVIDED POSSIBLY CORRELATES TO CASE 0242,
WHICH IS AN UNRESOLVED CASE INVOLVING THREE AMERICANS LOST
DURING A GROUND INCIDENT. THE TWO MEN INTERVIEWED STATED THEY
DECIDED TO COME FORWARD WITH THEIR INFORMATION AFTER READING
AN ARTICLE IN A LOCAL NEWSPAPER INDICATING THAT A LOCAL
RESIDENT WAS REWARDED BY THE SRV GOVERNMENT WHEN HE  TURNED
IN US REMAINS TO THE AUTHORITIES. (NOTE: A TECHNICAL MEETING
TALKING POINT REGARDING THIS CASE WILL BE FORWARDED
SEPARATELY).

4. COMMENTS:
- A. THE COOPERATION OF VIETNAMESE OFFICIALS  WAS  EXCELLENT.
BOTH  ASSIGNED COUNTERPARTS MADE A SINCERE  EFFORT TO LOCATE
INTERVIEW SUBJECTS AND MAKE THEM AVAILABLE IN ACCORDANCE
WITH THE PREVIOUSLY AGREED UPON WORK SCHEDULE. THE
PROVINCE/CITY TASK TEAMS ALSO MADE SERIOUS EFFORTS TO PROVIDE
CLEAN, QUIET FACILITIES CONDUCIVE TO THE INTERVIEW PROCESS.

- B. PROBLEM AREAS ENCOUNTERED DURING THE INTERVIEW
SESSIONS WERE TYPICAL CONSIDERING. THE AGES AND PHYSICAL
CONDITION OF THE SUBJECTS, (I.E. IMPAIRED HEARING POOR
VISION, MEMORY LOSS, AND GENERAL FEEBLENESS). THE
ACCOMPANYING CADRE MADE FREQUENT BUT SUBTLE COMMENTS
ADDRESSING THEIR CONCERN THAT THEIR RETIRED SENIOR CADRE

BE  TREATED WITH SENSITIVITY AND RESPECT, COMMENSURATE WITH
THEIR POSITION AND CONTRIBUTION TO THE WAR. EFFORT. SA BELIEVES
BOTH CENTRAL AND LOCAL CADRE WERE SATISFIED WITH THE CONDUCT
OF THE INTERVIEWS IN THIS REGARD.

- C. THE PROVINCE VICE-CHAIRMAN IN KIEN GIANG ASKED SA
TO PASS ON TO THE US, TOE APPRECIATION OF THE PEOPLE OF
THE PROVINCE FOR THE US GOVERNMENT SPONSORED HEALTH CARE
PROJECT RECENTLY INITIATED THERE. THE OFFICIALS IN KIEN
GIANG, BEN TRE, AND CAN THO ALL EXPRESSED HOPE FOR A
RAPID LIFTING OF THE ECONOMIC EMBARGO AND EARLY
NORMALIZATION OF RELATIONS BETWEEN THE U.S. AND VIETNAM.
THE DEPUTY CONSULAR AFFAIRS OFFICER AND SENIOR POW/MIA
POINT OF CONTACT IN THE SOUTHERN PART OF THE COUNTRY, MR
BUI DAC TAM, SAID HE BELIEVES IT IS TIME FOR THE USG TO
MAKE A DECISION AS TO HOW TO PROCEED WITH RESOLVING THE
MIA ISSUE. MR TIM SAID THAT IN HIS OPINION, THE US WILL
NEED TO RESOLVE THE ISSUE VERY QUICKLY WITH THE LARGE
NUMBER OF PERSONNEL NOV INVOLVED OR BE RESOLVED TO
ADDRESS THE ISSUE GRADUALLY OVER A PROLONGED PERIOD OF
TIME WITH ONLY A SMALL NUMBER OF EXPERTS. MR TAM SAID

THE  RECENT LARGE  INFLUX OF US MILITARY PERSONNEL
CREATED A DOMESTIC POLITICAL PROBLEM WHICH CANNOT
BE TOLERATED INDEFINITELY. ASSIGNED COUNTERPART
LTC PRIM TEO OFFERED THE OPINION THAT THE
CENTRAL GOVERNMENT WILL BE WILLING TO ACCEPT A
LARGE SCALE MILITARY PRESENCE FOR THE NEAR
FUTURE, BUT HE BELIEVES IT UNWISE FOR THE US TO
SEND LARGE NUMBERS OF TROOPS TO ANY PARTICULAR
PROVINCE AT THE SAME TIME. HE SAID HE AND HIS
VNOSMP COLLEAGUES RAVE BEEN ABLE TO DEFLECT
CRITICISM THUS FAR, BUT INCREASING CONCERN
EXPRESSED BY THE NATIONAL ASSEMBLY AND THE
PEOPLE IN THE PROVINCES DUE TO THE LARGE
INCREASE IN ACTIVITIES, IS MAKING THE CENTRAL
GOVERNMENT POSITION OF SUPPORT FOR US EFFORTS
INCREASINGLY TENUOUS.

- D. ANOTHER POINT RAISED BY THE CENTRAL CADRE
WAS THE ISSUE OF THE RECENTLY PUBLIClZED
POSSIBILITY OF UNITED NATIONS SECURITY CONCIL
MEMBERSHIP FOR JAPAN AND GERMANY. THE CADRE
EXPRESSED THEIR VIEW THAT THIER MOVE IS ONLY BEING
CONSIDERED BECAUSE JAPAN AND GERMAN: CURRENTLY
CONTROL THE WORLD'S WEALTH. THEY ALSO SEEMED TO
BELIEVE THAT SUCH MEMBERSHIP BY JAPAN AND GERMANY
WOULD BE BENEFICIAL FOR VIETNAM, DUE TO THE
CURRENT GOOD RELATIONS OF VIETNAM WITH BOTH
COUNTRIES, THUS IN THEIR OPINION ENHANCING THEIR
POTENTIAL FOR ACCESS TO INTERNATIONAL FINANCIAL
INSTITUTIONS. LTC PHAM TEO, HOWEVER, SAID THAT AS
A REALIST, HE PERSONALLY COULD NOT SEE THE USG
AGREEING TO A DECISION OBVIOUSLY NOT IN IT'S OWN
BEST INTEREST, ESPECIALLY WHEN SUCH A DECISION IS
IRREVERSIBLE.
