of operation, effectiveness, barriers of effectiveness, and
personalities.

(g) Barriers to Effectiveness.  Source believed that the greatest
barriers to the operation of the committee were the operations of
the Allied units in the region and the successes of the GVN
Pacification Program, which had moved a large proportion of the
population into strategic hamlets, where they were not suceptible to
proselyting and tax collection.

(a) Subordination.  The Current Affairs Committee was directly
subordinate to the MR-3 Party Committee.  It had three members.

(b) Mission.  The Mission of the Current Affairs Committee was to
manage the operation of the sections subordinate to the MR-3 Party
Committee and to supervise all party activity in the region.

(c) Effectiveness.  Source felt that this committee was very
effective because it was aware of the activities of the sections and
the Security Battalion of MR-3 and supervised them closely.  Source
did not know what constituted barriers to the effectiveness of this
committee.

(d) Personalities:

MUOI THIEN (MUOWI, THIEENV); concurrently Secretary, MR-3 Party
Committee

LE THAI HOA (LEE, THAIS HOAL); concurrently member, MR-3 Party
Committee

c.   Sections:

(1) Finance and Economy Section:

(a) Subordination.  The Finance and Economy Section was directly
subordinate to the Current Affairs Committee.

(c) Strength.  The strength of the Youth Association was about 20 to
25 members; including the secretary, the assistant secretary, a
clerk, one current affairs personnel, and a treasurer; the remainder
were members.  Source did not know the strength of the subordinate
elements.

(d) Mission.  The mission of the Youth Association was to organize
all men and women between the ages of 18 to 25 so that they could be
indoctrinated about the Communist cause.  The group was also a good
pool from which to recruit for the units of MR-3.

(e) Effectiveness.  Source did not know how effective the
association was in organizing the youth of MR-3.

(f) Barriers to Effectiveness.  Most of the villagers in MR-3 had
been moved to strategic hamlets, which made it very difficult to
organize the civilians.

(g) Personalities.  

Chief: LE HONG HAI (LEE, HONGL HAIR); age 40, 1.70m, 60kg, dark
complexion, VC

(8)Enemy Proselylting Association:

(a) Subordination.  The Enemy Proselyting Association was directly
subordinate to the Current Affairs Committee.

(b) Strength.  The strength of the Enemy Proselyting Association was
about 25 to 30 members, including a chief, an assistant chief, a
clerk, a finance cadre, and a current affairs cadre; the remainder
were members.

(c) Mission.  The mission of the Enemy Proselylting Association was
to launch Communist propaganda drives among the families which had
sons and daughters working or serving for the GVN.  The propaganda
drives were aimed at getting the parents to get their children back
to the VC side.

(d) Effectiveness.  Prior to early 1970, the association was very
effective because it was very simple to propagandize the civilian
population, which was mostly in VC controlled areas.

(e) Barriers to Effectiveness.  Since early 1970, most of the
villagers had moved to strategic hamlets, making it difficult for
proselyting cadre to contact the families.

(9) Security Battalion, MR-3:

(a) Subordination.  The Security Battalion was directly subordinate
to the Current Affairs Committee.

(b) Organization.  The Security Battalion was composed of the Region
Protection Unit and the Region Security Section.
