    (C) This report is a translation of ARVN Interrogation Report no 4117/
TTTVHH/BT, dated 27 Jul 71, containing information on a visit by Madame
NGUYEN THI BINH, NLF Representative to the Paris Peace talks, to GIAI
Mountain area, TRI TON District, CHAU DOC Province, RVN. Also included is OB
information on the AN GIANG Province Unit to include poisening of seriously
wounded soldiers, and a visit by two US personnel to the AN GIANG Province
Unit Hospital.  A BRIGHT LIGHT REPORT, MACV FOR JPRC, AND PARTIALLY

B. Information:
    
    1. The presence of NGUYEN THI BINH (NGUYEENX, THIV BINHL) representative
of the National Liberation Front at the Paris Peace Talks, at GIAI Mountain,
TRI TON District, CHAU DOC Province. At 1730 hours on 8 Jun 71, Doctor BAY
HANH (BAYR MANHX), Director of the AN GIANG Province Unit Hospital, informed
his men that NGUYEENX THI BINH (NGUYEENX, THIV BINHL) would make a visit to
console wounded soldiers who were receiving medical treatment. MANH (MANHX)
assigned two troops wearing black khaki clothing and carrying AK-47s to stand
at the hospital entrance to welcome her. At 1800 hours on 8 Jun 71, a woman,
wearing black clothes and sandals visited the hospital. She was about 40 years
of age, 1.56 meters tall, dark complected, of medium build with a long face
and grey hair rolled into a ball. She was escorted by seven troops equipped
with AK-47s and wearing grey khaki clothing similar to that worn by NVA
soldiers. During meal time, Source and seven student first aid women were
advised by this woman as follows: "Try to follow my example, pay more
attention to national service than individual affairs. The work of the nation
must come before that of the household." During her remaining time at the
hospital, this woman stayed in a rock cave in the GIAI Mountain area (vic
WS930560), TRI TON District, CHAU DOC Province. She left the hospital on the
evening of 10 Jun 71. Source rallied to the GVN on the morning of this day.
(Note: After being asked several times and being shown NGUYEN THI BINH's
(NGUYEENX, THIV BINH) picture, Source recognized the mouth of the woman in the
picture as that of the woman at the hospital; but said she had a dark
complexion instead of a light complexion as shown in the picture.)
    
    2. AN GIANG Province Unit Hospital:
    
    a. General. The history and date of activation were unknown to Source.
About Dec 69, she had been assigned to attend a first aid training course
there. Source said she did not know the cover number or designation of the
hospital. She only knew it provided surgery and treatment of normal diseases
for sick and wounded soldiers.
    
    b. Hospital Location. The hospital was located in a cave about two meters
high, 40 meters long, and 40 meters wide in the GIAI Mountain area (vic
WS930560), TRI TON District, CHAU DOC Province. The hospital was composed of
two sections; one for internal diseases, and one for external wounds, and had
approximately 230 bamboo beds (2m x lm).

    c. Destruction of the Hospital: On 13 Jun 71, Source guided ARVN troops to
destroy this hospital.
    
    d. Cadre:

    e. Treatment Capability. The hospital could provide medical treatment for
 230 sick and wounded soldiers. It also had a surgical capability and provided
 treatment for special diseases. In Apr 71, no vacant beds were available at
 the hospital.
    
    f. Medicines and Supply Service. Every two or three days the hospital
assigned somebody to go to BA CHUC area (vic WS91459B), to buy from 500 to
1000$ (RVN) worth of antibiotics and quinine. Source noted that medicines used
in the hospital were in serious shortage and that oral medicines were used
more frequently than injections.
    
    3. Killing of Wounded Soldiers at the AN GIANG Province Unit Hospital.
According to Source's comrades, it was noted that in Mar 71, Doctor BAY MANH
(BAYR MANHX), Hospital Director, ordered injections given to wounded soldiers.
Five minutes later, these soldiers had convulsions, foamed at the mouth, and
then died. This medicine was contained in a lOcc tube; one centimeter cube
tube was used for each injection. It was a reddish blue viscous liquid. This
medicine was used only on the orders of the Hospital Director. These
injections were usually given to crippled or blind soldiers in order to
prevent their relatives from seeing them return in such a crippled state. In
mid-Apr 71, 20 wounded soldiers were killed by this method. These unfortunate
soldiers' bodies were buried at night to avoid observation by their comrades.
The burial area was about one kilometer from the hospital; there were about
200 graves of Communist troops there.
    
    4. The Presence of Two Americans in the GIAI Mountain area, TRI TON
District, CHAU DOC Province. In mid-Apr 71, Source saw two Americans, about
25-years old, thin, about 1.70 meters tall, wearing black clothes (there were
blue khaki uniforms in their nylon hand bags), and without shoes. Both were
led by two Communist troops armed with AK-47s to visit the AN GIANG Province
Unit Hospital. While the two Americans were visiting the wounded soldiers,
they noticed more than 20 bodies which had not yet been buried. One American
who spoke Vietnamese asked the attendants why so many wounded soldiers had
died. One student first aid woman answered: "Because the Hospital Director
ordered them  to be given an injection of reddish blue medicine which was
contained in a lOcc tube. Only one centimetre cube was administered to each

patient. After about five minutes, these patients died". Upon hearing this the
American shook his head, turned to his friend, and spoke to him in English,
which Source did not understand. Later on, Source went to the living quarters
of the two Americans to talk and to ask them why they had not returned to
their homes, instead of being in this wretched jungle. They answered that they
did not know the way. These two Americans remained at the hospital for about
two days and then went to an unknown area. After being asked several times,
Source said that she did not know the unit or the situation of the two
Americans mentioned above.

    
    5. The T-208 Commo-liaison Station and the Commo-liaison Route of the AN
GIANG Province Unit:

    In general, details were unknown to Source. She did know that the station
was in charge of Commo-liaison Routes from the B-1 Station on the CHAU DOC
Cambodian border to CO THUM, CAMBODIA. Generally, the station personnel guided
at most 10 men a day, departing from B-I Station, on foot  at l800 hours, and
arriving at CO THUE, at 2100 hours, and returning by about 2200 hours.  On
the route, they made river crossing on banana tree trunks. Recognition signals
consisted of flashing lights a tota1 of five times. For example: Challenge,two
flashes; reply; three flashes.
    
    C. CMIC COMMENTS: Source was reliable. Information on NGUYEN THI BINH's
(NGUYEENX, THIV BINHL) visit to the AN GIANC Province Unit Hospital in the
GIAI Mountain area, TINH BIEN District, CHAU DOC Province, on 8 Jun 71, should
be investigated to confirm if it explains her absence from Paris. Information
about the AN GIANG Province Unit Hospital personnel killing crippled soldiers
to cover up the cruelty of the war needs further investigation for
confirmation. It could be used as a propaganda tool about VC cruelty. The two
Americans at the AN GIANG Province Unit Nospital were perhaps two captives
taken there by the VC to be shown war atrocities in VIETNAM. It could have
been a propaganda ploy. In case these two Americans were released to return to
the US they could cite what they had heard and seen on the battlefields of the
RVN.

SANH (ZUOWNG, THIV SANHR), age 40, followed her husband to DA NANG. Early in
Jul 71, SANH visited Source at the CHAU DOC CHIEU HOI Center. Two days later
she returned to DA NANG.

    a. From 1952 to 1971:
    
    In 1962: Source went to primary school in VINH BINH Province
    
    In Nov 66: On the trip to her mother's native village of CHONG VAN Hamlet,
NHI TRUONG Village, CAU NGANG District, VINH BINH Province, Source and four
female students, THI HOANG (THIV HOANGL), THI BONG (TH1V BOONGS), THI MY (THIV
MYX), THI THUY (THIV THUYR), all of whom were children of ARVN troops, were
forced brain-washed by the VC. During that time, the VC urged them to call on
their relatives to desert their ARVN units in order to cooperate with the VC.
The girls did not comply.
    
    In Jan 68: The five students were assigned to a jungle area in SOC TRANG
Province where they lived with the people for nearly eight months.
    
    In Sep 68: Source and her four companions were admitted to a civilian
labor group (unknown unit). They transported rice and ammunition from the GIAI
Mountain area in TRI TON District, CHAU DOC Province to the GHAM Jungle area
in KIEN GIANG Province.
    
    In Sep 69: Source returned to the BA CHUC area with the intention of
rallying to ARVN troops, but on her way, she was captured by cammo-liaison men
of the AN GIANG Province Unit and taken to the GIAI Mountain area, (vic
WS930560).

    In Feb 69: Source was assigned to attend a first aid training course
organized by the Medical Section, AN GIANG Province Unit, in the GIAI Mountain
area for 10 days. Later, she worked at the hospital (cover number unknown)
there.
    
    On 20 May 70: Source married NGUYEN VAN HAI (NGUYEENX, VEAN HAIR),
Cammo-liaison Cadre Member in the AN GIANG Province Unit.
    
    In Jul 70: Source received first aid training from Doctor BAY MANH (BAYR
MANHX) at the above hospital in the GIAI Mountain area for two months.
    
    In Sep 70: Source was assigned to the T-208 Commo-liaison Station (old
cover number: T-161) and placed in charge of the Commo-liaison Routes from E-1
Station in the CHAU DOC - Cambodian border area to CO THUM, CAMBODIA.
    
    In Apr 71: Source was ordered to attend a medic training course organized
by the AN CIANG Province Unit in the GIAI Mountain area. During training,
Source escaped and returned to the ARVN troops.
    
    b. Reasons for and Circumstances of Return:
    
    Reasons for Return. The fighting was getting more and more fierce; life
was always threatened by bombing and shellings. The living conditions were
miserable and food was insufficient. Daily rations for each troop

were only two cans of rice. For these reasons Source deserted her unit and
rallied to ARVN troops.
    
    Circumstances of Return. Taking advantage of a free day, at 0800 hours on
10 Jun 71, Source, carrying her child, escaped from the GIAI Mountain area
(vic WS930560), TRI TON District, CHAU DOC Province to rally to ARVN troops at
the BA CHUC area (vic WS914598), TINH BIEN District, CHAU DOC Province at 1000
hours.
    
    c. Source's Desire: She wished to receive clemency from the GVN so that
she could rejoin her family.
    
    d. Source's Expiatory Services: On 13 Jun 71, Source guided ARVN troops to
destroy the AN GIANG Province Unit Hospital at (vic WS930560).
    
    e. Documents and Weapons Carried with Source: None
    
    4. CMIC COMMENTS: Source was cooperative, however she had poor knowledge
of the VC. The limited information she provided did not satisfy requirements.
