The classification, and date of automatic declassification are shown in
parenthesis before each item.  Declassification will occur on the last day
of the month and year indecated IWA MACV J2 Memo 380-350-2 V/C1, dated 15
Jan 1970.  The data in this report which is specifically exempt from
aformentioned automatic declassifaction is as follows; (1) Capture data,
(2) All references to the Combined Document Exploitation Center (CDEC) to
include personnel, comments, and log numbers, (3) US remarks indicated by
double paren (( )), and (4) deciphering of code-words, cover designations,
and enemy units.  Declassification does not constitute authority to release
information outside military channels.  Comments or queries relating to data

SUBJ: Subordinate PW Camps of the Military Proselyting Section.

(C-Dec 72) Items 1-6: (22 pages, handwritten and typewritten; B-3)
Six documents, dated between  Feb and Sep 72, provide the following
information on activities of PW Camps 2, 3, and 7 subordinate to
STY.22 aka the Military Proselyting and Political Struggle Section
of the Binh Dinh Province Party Committee, VC Region 5:
    
1. Two orders, one dated 15 Feb 72 and the other dated 23 Sep
72, were signed by Tran Van Binh, for STY22, aka the Military
Proselyting and Political Struggle Section of X ((possibly the
Binh Dinh Province Party Committee)).  The first order assigns
Nguyen Binh Tong as temporary Party chapter secretary of the
newly-activated PW Camp 3.
    
The second order appoints the following six members to the
administrative staff of the newly-activated PW Camp 7: Nguyen
Dinh Tong as Chief of the PW Camp; and Nguyen Truong, Pham Van
DUC, Can, Pham Thi Dieu (female), and Nghia as members.
    
3. Pay voucher, dated 22 Jun 72, reveals that Tu Mau, Chief of
the Van Canh ((Distric)) PW Camp, received 600,000$ SVN ((as
operational funds)) from Ngugen Binh Tong of the Provincial
Military Proselyting Section.
    
4. Letter of introduction, dated 23 Sep 72, signed by Tran Van
Binh for STY.22, requests that Van Duc, cadre of Agency STY22,
be assisted by local ((VC)) authorities during his TDY in PR19
((unidentified)) from 23 to 30 Sep 72.
    
5. Activity report, dated 10 Sep 72, signed by Van Lang for PW
Camp 2, sent to STY22, states that during the period Apr to Aug
72, PW Camp 2 provided detention facilities for 22 PWs and 34
((RVNAF)) deserters. Of the above detainees, four were
reportedly executed, 28 sent to other security agencies for
further investigation and 13 (all RVNAF deserters) listed as
escapees .The names of the detainees and the areas from which
they were sent to the PW Camp are also mentioned in the document.

unsigned provides standard operating procedures for the
management of a PW camp (covering the reception, administration,
nourishment, re-education, delivery, and release of PWs) to be
observed by the responsible cadre of all subordinate intermediary
and P ((district)) PW camps.
