SUBJ: Plan for the Handling of RVNAF Prisoners of War and Defectors
by the Military Proselyting Section, VC Region 5 Party Committee. (U)
    
(C J an 73) (10 pages, typewritten; B-3) Plan 34/KH, undated and
unsigned, prepared by A85 ((possibly the Military Proselyting Section
of the VC Region 5 Party Committee)), concerns the handling of RVNAF
prisoners of  war and defectors by subordinate unite and detention
camps throughout VC Region 5. The plan states that, as dictated by
the basic ((VC)) policies concerning captured enemy personnel, a
steady effort should be made by friendly ((VC/NVA)) elements to turn
all PWs and defectors into dependable and useful individuals through
appropriate reeducation, political indoctrination, and persuation. As
soon as they are turned over to friendly military proselyting
agencies ((from the capturing units)), PWs and defectors should be
expeditiously evacuated to the rear. During movement to detention
camps, no attempt should be made by escort elements to beat, slay, or
mistreat the PWs. All of them, even those who have to carry heavy
equipment and supplies should be carefully tied and ordered to
strictly carry out instructions from the guards. In the event
((RVNAF)) counterattacking elements are pursuing, action should be
taken to bypass them and bring all PWs to safety. Nonetheless, if
such an attempt fails, it is imperative to retain control of key PWs
only, and to release the rset right in the battle area after
acquainting the latter with the lenient ((VC)) policies. Upon
reaching the detention camps, PWs and defectors are to be classified
into four different categories according to their political
backrounds. Category A includes all PWs who came fro. the basic
((meaning poor farmers)) class and were forced to serve in the
enemy's ranks; Category B, those who came from the basic class but
have been accustomed to the ((RVN)) degenerate way of living, and
thus are skeptical about friendly ideological training; Category C,
those who came from the oppressive class and hence are not receptive
to reeducational material; and Category D, those who used to be
members of reactionary political parties or those who have contracted
several "blood debts" to the people.
    
PWs and defectors originating from various branches and services of
the enemy armed forces, with the exception of ranger, Special Forces,
and security and police elements, are eligible to serve in friendly
combat units. PWs and defectors who owed "blood debts" to the people
as well as all traitors ((Beaning VC cadre who once defected to the
GVN, and then were captured by the VC)) are to be excluded from any
recruitment plan. As a general rule, it is preferable to recruit PWs
and defectors who used to serve as enlisted members

of enemy auxiliary forces ((meaning People's Self-Defenae and Popular
Forces)), especially those who have been captured from 1969 up to the
present time. Since PWs from enemy auxiliary forces represent
excellent replacements for friendly units, steps should be taken by
various provinces ((in VC Region 5)) to impart additional political
indoctrination to them ((PWs)). Apart from those to be recruited for
friendly combat unite, other PWs can be trained for employment in
transportation, road construction, and other duties. Plans should
also be worked out for the release of some PWs to serve the friendly
sides political goals. Those selected to be released should undergo
an intensive ideological training program. The decision to release
captured enemy officers should originate from the Region ((5)) Party
Current Affairs Committee. For captured enemy enlisted peraonnel,
such  a decision should originate from the pertinent province Party
Current  Affairs Committee.
    
For additional information concerning the handling of PWs, all
subordinate provinces are recommended to refer to the 1972
Military Proselyting Plan previously issued by A15 ((possibly the
VC Region 5 Party Current Affairs Committee)).
