SUBJ: Instructions for the Handling of Prisoners of War by the Military
Proselyting Section. VC Quang Da Special Zone. VC Region 5. (U)
         
    
(C-Dec 72) Items 1-2: 511 pages, typewritten; B-3) A plan and a
copy of regulations concerning the handling of ((RVNAF)) PWs, dated
1 May 72, ((possibly prepared by the Military Proselyting Section,
VC Quang Da Special Zone, VC Region 5)), reveal the following:

1. Plan, undated, ((possibly prepared by the Military Proselyting
Section, VC Quang Da Special Zone, VC Region 5)), reveals that the
number of PWs and surrenderers has increased by a hundred times.
Therefore, responsible military proselyting agencies are to
seriously implement the Party policies governing the reception,
handling, indoctrination, and employment of PWs.
    
PWs should not be beaten,. killed, or allowed to escape. They must
be carefully tied and escorted at once to PW camps. Under no
circumstances should a prisoner be told about the itinerary to be
taken, the time of march, or the destination.
    
Upon arrival at PW camps PWs should be briefed on the regulations of
the camp. Tyrants ((GVN officials)), informants, and reactionaries
must be segregated.
    
PWs must be properly fed; closely watched; and screened into
Categories A, B, C, or D. Category A includes those who are forced
by the enemy to enlist Category B is comprised of those who are
willing to be reeducated but are slow to understand the Party
policies. Category C includes reactionaries who hardly comprehend
the Party policies. Category D is comprised of dangerous
reactionaries, traitors, and tyrants who feign to collaborate with
the Revolution but seek ways to stand against the friendly aide.
    
PWs and surrenderers ahould be thoroughly reeducated before being
sent to friendly combat or combat support units as replacements.
PWs of every ((RVNAF)) branch of service can be selected for
assignment to friendly ((VC/NVA)) units with the exception of
((RVNAF)) Ranger and Biet Kich ((RVNAF Special Forces)) and
security and police personnel. PWs can also be assigned as
replacements to labor, transportation, and road construction units.

After stabilizing PWs' morale, responsible cadre ahould guide them
to write proselyting letters to their comrades-in-arms or relatives,
calling upon the latter to desert or cooperate with the Revolution.
    
2. Copy of regulations, dated 1 May 72, ((possibly prepared by the
Military Proselyting Section, VC Quang Special Zone, VC Region 5)),
contains 32 articles governing the handling and management of PWs.
    
PWs should be grouped into cells and supervised by the board of
directors of the detention camp. They are to observe the daily
working schedule of the camp, attend political indoctrination
classes, and perform manual labor (farm production work and
woodcutting) to improve their living conditions. These articles also
deal with the construction of air shelters and measures taken by PWs
in case of airstrikes or enemy ground attacks. Also noted is the
granting of awards and the imposition of discipline on PWs.
