Subject: Bailey,Michael Civ

I believe this is my son. He was 5 years old at the time Saigon fell. My wife
and he were released by the Vietnamese Government in August 1978. They were
in the first group of wives and children released,whose husbands and fathers
were American citizens.

Senator Ted Kennedy arranged with the Vietnamese Government to have these
people flown to Bangkok and then later to the United States.
